Community Survey
Staff reached out to other colleagues and have found that there are other firms that are
beginning to get involved in providing community surveys in the Twin Cities. Decision
Resources is still the most frequently used, but there are other providers that have been
identified. Cost information has been included as well.
Decision Resources: $12,500 for a 50 Question Unit Survey (each additional question is
$135.00). The average community survey is 100 to 150 questions and costs between
$16,000 to $22,000.
Springsted-$18,500 to $23,500 typical cost range for completing a community survey
Colbalt Community Research (Michigan) -Cost range is typically between $12,500 to
$18,000 per community survey. The research is conducted in coordination with the
University of Michigan.
National Research Center(Colorado)-Cost range is typically between$12,000 to $18,000
per community survey.
If Council wanted to have a survey conducted, they could choose to use Decision
Resources or one of the other providers. It is my recommendation that a survey would be
beneficial in helping the Council and management team understand the community needs
and thoughts. Having a current survey would assist the Council in establishing a current
mission and vision and more importantly; 3 to 5 year goals that correspond to the mission
and vision.
Park Maintenance
Staff has been working on collecting contract information to be used as a comparison to
hiring a full-time employee. At the time of this memo, staff has no quotes from private
contractors to report on. It is expected that that one or two quotes will be available next
week. That information will be shared when its received.
PERA
There was an interest expressed in generally understanding a little more about PERA. I
have attached the PERA myths and Facts informational memo. This informational piece
attempts to get basic information out to the public so they understand true and factual
information about the public retirement system. Examples of some of the facts are:
Myth: Public pensions in Minnesota are far better than retirement average taxpayers can
expect. Fact: General Plan PERA participants typically receive $3,000 a month or less.
C:\Documents and Settings\kbruno\Local Settings\Temporary Internet Files\OLK9D\2013 Budget September 4 2012 doc
