lieymotv
Report Number 12-259
I Agenda Section VI-5
the city that works for you Council Meeting Date November 13,2012
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION:
2013 SCORE Grant Funding Application, Ramsey County Work Plan for New Brighton
Recycling, and Recycling Service Charge for 2013r"
DEPARTMENT HEAD'S APPROVAL:
CITY MANAGER'S APPROVAL:
No comments to supplement this report Comments attached
Recommendation: v
Authorize staff to apply for the 2013 SCORE grant funding, sign the Ramsey County Work Plan for New
Brighton recycling, and approve the 2013 recycling service charge.
Legislative History:
None
Financial Impact:
See below.
Explanation:
SCORE grant money provided by the State and administered by Ramsey County partially funds New
Brighton's curbside recycling program. The remaining funds are raised through the City Recycling
Service Charge, collected by Ramsey County through the property tax system, this amount is
approximately$168,200.00. Staff anticipates that the City will receive$44,454.00 which is the same
amount as 2012.
For 2013 Ramsey County requires New Brighton to submit a signed work plan as part of the SCORE
grant application. This work plan identifies different strategies and requirements Ramsey County wants
New Brighton staff to execute as part of the Ramsey County 2030 Solid Waste Master Plan. The goal of
the master plan is to decrease the total amount of solid waste sent to landfills. Staff believes the work
plan items are achievable. A memo explaining the work plan tasks, and the work plan is attached for
review.
Due to increased requests from residents and a requirement in the Ramsey County work plan to provide
for bulky item disposal options,an additional fall clean-up day will be added in 2013. The 2013 recycling
service charge will be increased from $28.00 to $30.00 to pay for the costs of this service. Approximately
6,008 homes in New Brighton are assessed the recycling service charge.
Joseph Hatch
Code Enforcement Officer
H:\Recycling info\SCORE grants\2013 SCORE Grant\2013 SCORE grant council report doc
