December 11,2012 Page 5 of 8 <br /> Councilmember Bauman indicated the steps and COLA were only being offered to a few City <br /> employees and the proposed raises would raise their already high salaries. She reported the <br /> amount the City Manager was paid on a yearly basis and defined the step increase he would <br /> receive in 2013. <br /> Councilmember Jacobsen explained that steps were not guaranteed but were based on <br /> performance evaluations. He stated the Council would have to approve a step increase for <br /> City Manager Lotter, and this was not a guarantee. <br /> 4 Ayes,1 Nays(Bauman opposed)-Motion Carried <br /> Motion by Councilmember Bauman,seconded by Councilmember Jacobsen to approve a <br /> Resolution adopting the final 2013 Budgets as amended with a 1% COLA adjustment <br /> and step increase for non-union employees in 2013 with the tax levy remaining flat <br /> through the use of a community reinvestment fund transfer. <br /> Councilmember Samuelson was comfortable with the salaries paid to Staff given the success of the City. She <br /> did not feel it was fair to single out the City Manager's salary at the public meeting. <br /> Councilmember Bauman commented she was not trying to single out any one Staff member but was simply <br /> stating he would benefit greatly from the step increases. <br /> Councilmember Burg clarified the step increases would be covered by a community reinvestment fund <br /> transfer and the tax levy to remain flat <br /> 4 Ayes,1 Nays(Bauman opposed)-Motion Carried <br /> 3.Consideration of <br /> 3.
