of
blIZIEW
Report Number 13-030
(`1j Agenda Section VI-3
the city that works for you Council Meeting Date February 12,2013
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: AUTHORIZATION TO PURCHASE A TRIMBLE R10 GNSS
SURVEYING SYSTEM _
DEPARTMENT HEAD'S APPROVAL: Casio
CITY MANAGER'S APPROVAL:
No comments to supplement this report Comments attached
Recommendation: Authorize entering into an agreement with Frontier Precision Inc. to order a new Trimble
R10 GNSS Surveying System.
Financial Impact: This equipment will be purchased under Minnesota State bid. See the enclosed quote for
pricing of the equipment. The total cost would be$31,688.29.
Explanation: The purpose of this item is to obtain Council authorization to purchase a R10 GNSS Surveying
System with software and operational equipment. The data collector that comes with this unit will also
communicate with our current Sokia surveying device to enable staff to stake out construction projects with a high
degree of accuracy.
With the limitations of the engineering/surveying equipment we currently own, staff often consults with outside
surveying companies for gathering topographic data and to provide construction staking. Additionally, we
consult with surveying professionals for easements and creation of legal documents. We do not have a registered
Land Surveyor on staff, so we will continue to hire these types of services out. This equipment has been
scheduled for purchase since 2010; however, it has been deferred until we can justify its need and use. With
recent hires in our engineering department,we are confident in our ability to maximize the usage of this surveying
system. By purchasing this survey equipment we would eliminate the need to hire a consultant for construction
staking and as-built generation on typical City projects. For example, since 2010 the construction contracts for
street rehabilitation and the pavement management program have generated staking and as-built service fees in
excess of$55,000.
The Trimble R10 is capable of gathering horizontal/vertical data throughout the city. Staff can use data collected
with this system to import into our GIS and CADD based software for a well-defined City Utility/Street system.
With the latest technology, this unit has the capability of gathering data beneath tree canopies, which prior to this
year was unavailable with this type of equipment.
The recommendation is to enter into an agreement with Frontier Precision Inc. for the delivery of a Trimble R10
GNSS Surveying System as soon as it is available. It will be immediately used to help gather data for City
Project 13-1,2013 Street Rehabilitation.
Costs and Funding: Funding for this equipment has been programmed as $32,000 in the 2013 Non-Fleet
Replacement Fund 604-40000.
/)
Grant M. Wyffels, . .
Director of Public orks
Attachments
