NEW Report Number 13-031 <br /> BRIGH1 Agenda Section VI-4 <br /> the city that works for you Council Meeting Date February 12,2013 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF BIDS & AWARD FOR CITY PROJECT 13-4, <br /> GRANULAR ACTIVATED CARBON (GAC) PROCUREMENT FOR WATER TREATMENT <br /> PLANT #1 <br /> DEPARTMENT HEAD'S APPROVAL: <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this repor Comments attached <br /> Recommendation: Accept the bid and awar 1 three year contract for City Project 13-4, Granular <br /> Activated Carbon (GAC) procurement to the to bidder Calgon Carbon Corporation in the amount of <br /> $1,694,200. <br /> Legislative History: The GAC procurement contract with Calgon Carbon Corporation expires in <br /> February 2013. Ads for a new GAC procurement were published in both the New Brighton Bulletin and <br /> in Finance and Commerce on December 26, 2012. Two companies requested bidding materials,but only <br /> Calgon was qualified to bid because it is able to provide GAC produced in the USA, as required by the <br /> specifications. The other companies were not able to provide domestically-produced GAC at this time. As <br /> a result, one bid was received and opened by staff on February 1,2013. <br /> Financial Impact: City Project 13-4 is a three year procurement contract for removal and regeneration of <br /> spent GAC and the furnishing and installing of new virgin GAC in the treatment plant contactors. The <br /> bid is based on unit prices of truck loads of used GAC removed and new virgin GAC installed. GAC <br /> removal and replacement is a regular component of the operation and maintenance of Water Treatment <br /> Plant#1 and is programmed into Water Treatment Plant#1 Operating Budget. <br /> Explanation: GAC is the product used at Water Treatment Plant #1 to remove the chemical solvents <br /> from the raw ground water. Ground water is pumped through large contactor vessels contain the GAC. <br /> The Chemical solvents are adsorbed onto the GAC and removed from the water. The spent GAC is <br /> removed and replaced with new virgin GAC every six months. <br /> Costs and Funding: One bid was receive from Calgon Carbon Corporation for a total of$1,694,200.
