RESOLUTION NO. <br />13-008 <br />STATE OF MINNESOTA <br />COUNTY OF RAmsEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION ADOPTING AMENDMENTS <br />TO THE 2030 NEW BRIGHTON <br />COMPREHENSIVE PLAN, INCLUDING INCORPORATON <br />OF COMMENTS FROM RAMSEY COUNTY <br />WHEREAS, the 1976 Metropolitan Land Planning Act (MLPA) requires <br />[munities within the Twin Cities Metropolitan Area to develop and update once every <br />years a local comprehensive plan that includes elements as described in Minnesota <br />utes Section 473.859 including land use, public facilities, and implementation <br />tpies. and <br />WHEREAS, on November 24, 2009 Resolution 09-079 was adopted by the New <br />in City Council, which approved an amended and updated New Brighton 2030 <br />?hensive Plan, and <br />WHEREAS, on November 10, 2010 the Metropolitan Council adopted revisions <br />its 2030 Regional Transportation and Parks Policy Plans, and <br />WHEREAS, according to Minnesota Statutes, the action of the Metropolitan <br />l to amend regional policy plans and to issue system statements requires <br />nities to determine if local comprehensive plans must be amended to ensure their <br />ed conformity with these regional system plans, and <br />WHEREAS, on May 16, 2011 the City received the Metropolitan Council system <br />int and began the update process to ensure compliance with regional policies, and <br />WHEREAS, as part of the comprehensive plan update process, City staff <br />sed additional amendments that 1) corrected inaccuracies to the street classification <br />and map, 2) expanded upon trails needs across MnDOT bridges programmed for <br />improvement, and 3) incorporated the revised and updated Surface Water <br />gement Plan as Appendix B, and <br />WHEREAS, on August 21, 2012 the Planning Commission of the City of New <br />in held a public hearing on these various amendments to New Brighton's 2030 <br />?hensive Plan and recommended the City Council authorize submission of these <br />nents to the Metropolitan Council, subject to the following conditions: <br />1) The proposed comprehensive plan amendments are released to adjacent <br />communities and affected school districts for the statutorily required 60 day <br />review period, and <br />2) The proposed amendments are accepted by the Metropolitan Council. <br />
