Jacobson, Director of Public Safety 1/1°P <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this repo Comments attached <br /> Recommendation: <br /> Conduct recognition by New Brighton Dept. of Public Safety and Allina Medical for Life Saving Awards. <br /> Allina Medical staff present to recognize these awards are scheduled to be Dr. Charlie Lick(Allina <br /> Medical Director), Brian LaCroix, Jeff Czyson, Bill Snoke and Dave Matteson. <br /> Legislative History: <br /> New Brighton DPS has a tradition of recognizing Life Saving Awards publicly during City Council <br /> meetings. <br /> Explanation: <br /> On February 2nd, 2013 at about 1:05 pm First Responders received an emergency call to respond to a <br /> report of a 20 year female that had passed out and was not breathing. Officer Aaron Slack, Officer Kathy <br /> McNeely and Officer Kevin Olson along with Allina Emergency Responders including Paramedic Steve <br /> Plautz were immediately dispatched to the scene. Police Officer/Fire Captain Brad Krebsbach,Fire <br /> Captain Jay Frischman,Firefighter/Police Reserve Officer Charlie Prasek, and Public Safety <br /> Officer/Reserve Officer Derek Livingston were preparing to assist in providing public safety oversight at <br /> the local Sportsmen's Club Ice Fishing Contest and heard the radio call. They responded immediately to <br /> assist as did Officer Darrell Meyer of the Mounds View Police Department. Officers arrived and found <br /> that Hannah Eshenaur had ceased breathing and had no pulse. Family members led by Hannah's mother <br /> Tannie Eshenaur and assisted by Hannah's father Wally Eshenaur and brother Pete Eshenaur had already <br /> initiated cardio pulmonary resuscitation(CPR)efforts. A successful response to a critical call depends <br /> upon a chain of events that often include immediate CPR by witnesses, friends or family. And, success <br /> hinges on swift emergency response via 911,highly trained responders, and proper lifesaving equipment <br /> to include automatic external defibrillators. A shock was delivered with a New Brighton Public Safety <br /> AED and later by an Allina defibrillator. Ms. Eshenaur began breathing on her own and a pulse was <br /> regained. A rapid transport to hospital based emergency services provided the final successful link in <br /> this chain of life saving efforts. <br /> New Brighton Dept. of Public Safety recognizes Officer Kevin Olson, Officer Aaron Slack, Officer Kathy <br /> McNeely, Officer/Fire Captain Brad Krebsbach, Fire Captain Jay Frischman, Firefighter/Police Reserve <br /> Officer Charlie Prasek, PSO/Reserve Officer Derek Livingston,Mounds View Police Officer Darrell <br /> Meyer,Allina Paramedic Steve Plautz and family members Tannie Eshenaur, Wally Eshenaur and Pete <br /> Eshenaur with Life Saving Awards. <br /> Robert .
