gwo city of <br /> "ANEW <br /> BRICK I'PON <br /> the city that works for you <br /> Council Worksession <br /> March 5, 2013 <br /> 5:30 pm <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br /> Councilmember Gina Bauman <br /> Absent: Councilmember Char Samuelson <br /> Staff in Attendance: <br /> Guests in Attendance: Craig Rapp <br /> Craig Rapp was present to assist the council with their strategic planning for 2013. <br /> Councilmember Bauman clarified that results will be favorable if the Council and Staff are working towards the <br /> same goal. The Council likes the idea of periodically checking in with staff. Councilmember Burg reminded <br /> the Council that previously a work plan was implemented; discussion revealed that was not a preferred means <br /> of measurement. Mr. Rapp suggested the Council select six important topics, along with expected outcomes, <br /> then ask staff bring the practical steps back to the Council for review. Councilmember Jacobsen stated he likes <br /> status updates, to assure the progress. <br /> Councilmember Bauman suggested more communication between the Council and Senior Management Staff <br /> would be desirable. <br /> Mr. Rapp outlined the following six strategic priorities that came out of the recent retreat. <br /> Financial Stability, Effective Governance, Community Engagement, Economic Development, Operational <br /> Excellence and Workforce Engagement and Development. The Council reviewed the strategic priorities and <br /> discussed each at length. <br /> The Council agreed that meeting as a group, without City Staff is beneficial, and will plan to continue to do so, <br /> the first Tuesday of each month. Mayor Jacobsen suggested that when Manager Lotter is present at a work <br /> session, he may influence the council's direction. <br /> Mr. Rapp suggested that while the Council moves forward in independent planning, they continue to dialogue <br /> with Manager Lotter. Mr.Rapp also noted that while it is crucial for the council to be effective as a group, the <br /> City Manager should be available as a resource to follow through on Council's direction. <br /> Councilmember Bauman suggested the Mayor could relay any information and/or direction to the City <br /> Manager, and expressed concern with losing the Council's relationship as a group. Mr.Rapp suggested the <br /> Council determine the purpose of the first Tuesday meeting; is it relationship strengthening, or more policy <br /> focused. If it is more policy focused, it would be more efficient for Manager Lotter to be present, to hear the <br /> entire discussion; noting the Council can indicate to Manager Lotter what they expect his role to be in the <br /> meeting. Councilmember Bauman suggested Manager Lotter can join in the later discussions, rather than be <br /> present for the preliminary discussions. <br /> Mr.Rapp stated he sees the First Tuesday meetings to establish goals, and future meetings to serve as follow- <br /> up. Mayor Jacobsen summarized that the Council will want to assure they remain on track with their objectives. <br />
