Jacobson,Director of Public Safety[ CITY MANAGER'S APPROVAL: I No comments to supplement this report omments attached Recommendation: Approve the Resolution authorizing the M randum of Understanding between the City of New Brighton and Ramsey County Public Health. Legislative History: Minnesota Statute §144.4198 allows the Minnesota Commissioner of Public Health to determine that a pandemic influenza, other life-threatening disease, or terrorist, accidental, or natural event requires urgent treatment or prophylactic measures through the utilization of a Closed Point of Dispensing ("Closed POD") location. Upon such a determination by the Commissioner Legend drugs may be dispensed or administered via a Closed POD according to a plan approved by the Commissioner or by local public health agencies and the medical protocol criteria established by the Commissioner. Financial Impact: None Explanation: The Public Safety Department has been working with the Ramsey County Public Health Department regarding the emergent distribution of public health services including the dispensing of medical countermeasures in the event of a large scale health emergency. The agreement between the City of New Brighton and Ramsey County Public Health would allow the City of New Brighton to act as a Closed Point of Distribution which would allow the City to dispense medical countermeasures supplied by the Minnesota Department of Health and/or the Strategic National Stockpile to City of New Brighton staff as well as neighboring agencies and their staff ensuring primary access to these countermeasures which would be initially in a limited supply. This Point of Distribution would not be open to the general public; instead the general public would be referred to other pre-designated Open Points of Distribution.
