Jacobson,Director of Public Safety[ <br /> CITY MANAGER'S APPROVAL: I <br /> No comments to supplement this report omments attached <br /> Recommendation: <br /> Approve the Resolution authorizing the M randum of Understanding between the City of <br /> New Brighton and Ramsey County Public Health. <br /> Legislative History: <br /> Minnesota Statute §144.4198 allows the Minnesota Commissioner of Public Health to <br /> determine that a pandemic influenza, other life-threatening disease, or terrorist, accidental, or <br /> natural event requires urgent treatment or prophylactic measures through the utilization of a <br /> Closed Point of Dispensing ("Closed POD") location. Upon such a determination by the <br /> Commissioner Legend drugs may be dispensed or administered via a Closed POD according to a <br /> plan approved by the Commissioner or by local public health agencies and the medical protocol <br /> criteria established by the Commissioner. <br /> Financial Impact: <br /> None <br /> Explanation: <br /> The Public Safety Department has been working with the Ramsey County Public Health <br /> Department regarding the emergent distribution of public health services including the <br /> dispensing of medical countermeasures in the event of a large scale health emergency. The <br /> agreement between the City of New Brighton and Ramsey County Public Health would allow the <br /> City of New Brighton to act as a Closed Point of Distribution which would allow the City to <br /> dispense medical countermeasures supplied by the Minnesota Department of Health and/or the <br /> Strategic National Stockpile to City of New Brighton staff as well as neighboring agencies and <br /> their staff ensuring primary access to these countermeasures which would be initially in a limited <br /> supply. This Point of Distribution would not be open to the general public; instead the general <br /> public would be referred to other pre-designated Open Points of Distribution.
