Dick Swanson; City Councilmember of Blaine and President of I35W North Coalition. <br /> Interview Commission Applicant <br /> The Council had a brief discussion with Public Safety Commission Applicant Bill Kerns. <br /> I35W and NMMA Discussion <br /> Dick Swanson reported that recently the 35W Corridor coalition was reorganized to focus entirely on transportation <br /> improvements on 35W. The current work plan was distributed to the council,Mr. Swanson gave an update to the council <br /> on projects they are working towards. It was reported that the coalition needs more members for optimum effectiveness; <br /> in addition to unification between cities. Councilmember Bauman expressed concern with adding new projects. <br /> The Mayor reported that a group of Mayors in the North Metro have discussed the 35W Coalition, and agreed not to <br /> participate in the coalition, one of the reasons is that much of the development was to the north of the area, and the cities <br /> that contributed were not benefiting directly. One of the Mayors from that group suggested that the Mayors and the <br /> Council's could be effective as a group of elected officials at the Capitol. Mayor Jacobsen asked the group if they think <br /> local government can be effective at the legislature; noting there would not be membership fees. Swanson suggested that <br /> it would be difficult to coordinate with MN DOT and the Met Council, and that the key for success is to have ongoing <br /> relationships with other agencies. <br /> Mayor Jacobsen stated that he feels the elected officials as a group would have a strong voice. <br /> Councilmember Bauman reported that Roseville, Shoreview and Arden Hills are not interested in joining. <br /> Councilmember Burg stated she sees this as an Economic Development concern. <br /> Gamache reported that North Metro Mayors meet four times annually, and also address transit issues. <br /> Agenda Discussion <br /> Councilmember Jacobsen requested more information on Consent Agenda Item No. 7; <br /> Approve a Resolution authorizing a Memorandum of Understanding between the City of New Brighton and Saint Paul- <br /> Ramsey County Public Health. Report No. 13-083. <br /> Director Jacobson explained that this is an agreement providing the use of the City's facilities for use in the event of a bio- <br /> terrorism attack, expressing concern with providing public information regarding this location. <br /> The council agreed that the item would not be moved to the council business. <br /> The work session adjourned at 6:30 pm. <br />
