ft ity of <br /> IR <br /> NEW Report Number 13-091 <br /> I ��N Agenda Section VI-4 <br /> the city that works for you Council Meeting Date April 23, 2013 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Authorize Mowing Contract with Village Green Landscapes <br /> DEPARTMENT HEAD'S APPROVAL: Sandy Breuer,Directox_ofj arks and Recreation <br /> .),- ,.4.."--------- <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: <br /> To authorize a mowing contract with Village Green Landscapes for mowing of selected parks (8),right- <br /> of-way areas (11) and well houses/water towers (3). <br /> Legislative History: <br /> At the August 22, 2012 work session a discussion was held on the possible addition to the 2013 budget of <br /> a full-time Park Maintenance employee. At the conclusion of this meeting, the direction was that City <br /> staff would provide information on costs associated with contracting out mowing/snowplowing and <br /> provide information to the Council at the September 4th budget work session. <br /> On September 4th staff shared the single bid received for mowing($75,840) and snowplowing($10,834). <br /> Council inquired about adding seasonal employees; the restrictions on the number of days a seasonal can <br /> work along with the complexities associated with the union regarding seasonal employees were shared <br /> with Council. Staff was directed to continue to look at specific needs that could be contracted, in lieu of <br /> adding full-time or seasonal employees. <br /> Following the September 4th work session, staff reviewed the first mowing proposal and revised the <br /> number of mowed parks from 13 to 8; reduced the number of mowed ball fields from 5 to 4 and the <br /> mowing of the two trails was deleted. <br /> In addition, staff looked at ways to identify outlying mowing areas that were less efficient for City staff to <br /> mow, due to their distance from the parks maintenance facility and the travel time,by mower, to get to <br /> them. As a result of this exercise, 11 right-of-ways and 3 well houses/water towers were identified to <br /> include in the next proposal. Staff sent the re-worked proposals out for quotes. <br /> At the November 14`h work session two quotes were shared with Council regarding the re-worked <br /> proposal. Based on the quotes, Council directed staff to take the proposed full-time Park Maintenance <br /> employee out of the 2013 budget and include funding for contracted mowing and snowplowing. <br />
