Proclamation Recognizing Arbor Day and Arbor Month in the City of New Brighton. 1. Proclamation <br /> Report No. 13-075. Recognizing Arbor Day <br /> and Athor Month in the <br /> City ofNew Brighton. <br /> Mayor Jacobsen read a proclamation declaring April 26,2013 as Arbor Day and the month of May as Arbor ReportNo.13-075. <br /> Month in the City of New Brighton. It was noted New Brighton has been declared a Tree City for the past 31 <br /> consecutive years. <br /> Motion by Councilmember Jacobsen, seconded by Councilmember Burg to proclaim <br /> April 26, 2013 as Arbor Day and proclaim May as Arbor Month in the City of New <br /> Brighton. <br /> 5 Ayes, 0 Nays - Motion Carried <br /> 2. Cor Wilson from CTV <br /> 2. Cor Wilson from CTV—Update on Franchise Agreement. —Update on Franchise <br /> Agreement. <br /> Cor Wilson,CTV,shared a brief video with the Council highlighting the CTV events of 2012. She then <br /> discussed the Xfinity Franchise Agreement in detail with the Council,stating the current contract would cut <br /> funding to CTV by 90%. She indicated all local programming was at risk at this time. Ms.Wilson <br /> commented the negotiation process has been slow going with Comcast and the formal renewal process was <br /> now being pursued. This process would assure that progress was being made by both parties. She stated that <br /> she would work to keep local funding for operating support from Comcast,which assisted CTV in providing <br /> further community programming. She provided comment on the new fee found on cable bills for DTA's <br /> explaining an amended rate order may be necessary. <br /> Mayor Jacobsen indicated the customer service provided by Comcast has become a concern as was noted at <br /> recent neighborhood meetings by New Brighton residents. He did not recall any positive comments being <br /> made by residents at these meetings. Ms.Wilson encouraged residents to contact her with any concerns with <br /> Comcast. <br /> Mayor Jacobsen questioned what alternatives the residents had to Comcast. Ms.Wilson stated this was a <br /> concern as Comcast had a monopoly in this market for cable TV services. She added that Comcast and <br /> Centurylink were the only two providers for high-speed internet. She stated this was becoming a federal <br /> issue,as intemet providers were not regulated. She encouraged residents to contact their local representatives <br /> expressing concern about the local monopoly. <br /> Councilmember Jacobsen questioned how negotiations would continue over the summer through October. <br /> Ms.Wilson explained the Commission was working to fast track the discussions. She expected her group <br /> would prevail and Comcast would then have the option to sue in federal court. Her hope would be that <br /> Comcast would review the needs analysis and provide an adequate response to these needs. She commented <br />
