Consideration of an Extension of the Recycling Contract with Allied Waste. Report No.13- moo,, of the R ycr g <br />074. 3474. to <br />Code Enforcement Officer Hatch stated the City was in the final year of a three (3) year contract with Allied <br />Waste to provide single -sort recycling. The current contract charges $2.49 per month for every home, which <br />receives service . This price was fixed and did not increase for all three years of the contract. The City had <br />two options at this time and could either extend the current contract with Allied or go out for bids. Given the <br />good experience with Allied Waste and the single -sort recycling staffbelieves a contract extension would be <br />the best option for the City . Staff contacted Allied and inquired about pricing and terms for an extension. The <br />price would not include any consumer price index or fuel surcharge increases. He noted Allied offered four <br />different options for an extension; 3, 4, 5 and 7 year terms. It was noted that Ramsey County has <br />implemented performance measurements and a "workplan" for New Brighton in order to receive SCORE <br />funding. SCORE handing secures approximately $45,000 each year, which is used to supplement the City's <br />recycling budget Code Enforcement Officer Hatch commented that Allied was willing to assist the City with <br />meeting the SCORE requirements. Staffrecommends the Council approve a three year contract extension as <br />it would be prudent to revisit recycling opportunities in 2016, as the requirernexmts continue to change. The <br />impact of the recommended three year extension was discussed in detail with the Council. <br />Councilmernber Samuelson questioned why the contract was not sent out for bid Code Enforcement Officer <br />Hatch indicated Allied has been very successful in providing single-sort recycling services for New Brighton <br />residents and has provided very fair rates for this service. <br />Councilmember Bauman was pleased the recycling contract would remain with Allied Waste as they have <br />provided great service to the City of New Brighton <br />Councilmerrmber Jacobsen questioned if the City should consider the four year contract given the biter rates <br />that would be offered to the City. Code Enforcement Officer Hatch indicated the recycling industry would <br />have some changes in 2016 as organics collection would become mandatory. He anticipated the recycling <br />contract would go out forbid in 2016 in order to meet the new recycling requirements. <br />Motion by Councn7member Bauman seconded by Councilmember Jacobsen to approve a three year <br />contract extension with Allied Waste for the collection of recydables. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the Council planning session would be held on Wednesday, <br />April 3`d. He commented Officer Troy Hyland was back in the United States after serving his <br />3 tour in the military. He was pleased Officer Hyland returned home safely. He noted the <br />36th Annual Town Hall meeting would be held on Saturday, April 6th at the Community Center <br />from 8:00 a.m. to 12:00 p.m. <br />Gina Bauman <br />Councilmember Bauman noted the Planning Commission met on March 19th. She mentioned <br />the Council appointed advisory commission members this evening.
