• The first phase was designing concept plans. <br /> o Steering Committee formed from different Commission <br /> members, community members, and input sought from these <br /> individuals along with hosted public hearings. <br /> o A concept master plan was put together. Council authorized <br /> it. $34,000 was allocated for park planning concepts. <br /> o In January, 2008 — presentation given to Council. At that <br /> time, the City had just lost the developers of the Northwest <br /> Quadrant. The issue was tabled. <br /> • The South Park was created, in part, by a grant. There are four <br /> parks with approximately 19 total acres. South Park, Central Park <br /> (is a corridor), East Park and North Park (has largest acreage). <br /> Currently there is some development and we now have the Pulte <br /> development looking at coming in. Pulte is looking at potential <br /> closing dates about mid-August. We are seeking community input <br /> to see what is wanted for this area. The Commission needs to have <br /> a recommendation to Council by late summer. <br /> • Concept plans were designed; one for each park were <br /> recommended. <br /> o South Park <br /> ■ Trail connection to Long Lake Regional Park <br /> ■ Connections in front of "The View" <br /> o Central Park <br /> ■ Wanted a bridge connection over to Long Lake <br /> Regional Park <br /> ■ Passive, green space area. <br /> o North Park - four concepts done <br /> ■ Small dog park area <br /> ■ Soccer area w/parking <br /> o East Park <br /> ■ Amphitheatre <br /> ■ Open art works, open lawn, water <br /> o Director Breuer commented that the Commission may need <br /> to ask questions like: <br /> ■ Will staff be needed? <br /> ■ How will we pay for it? <br /> ■ Will we need sponsors if we have entertainment? <br /> ■ You may need to bring people in to answer these <br /> questions. <br /> General discussion items: <br /> • Is the development single family homes? <br /> • The Commission will wait until after the public hearing to <br /> have a discussion and decision. May would be the best <br /> month to have public comment. <br /> • Traffic in and out of the park to access an activity seems to <br /> be a concern. The park is seen as a passive park. Ramsey <br /> County has been approached and is not interested in joint <br /> access to their current parking lot. <br /> 2 <br />
