Jacobson, Director of Public Safety m1 <br /> I I <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report omments attached <br /> Recommendation: <br /> Staff recommends approval of the resolution to authorize the City Manager to accept the <br /> Hazardous Materials Emergency Preparedness Grant award from the Minnesota Department of <br /> Public Safety-Homeland Security and Emergency Management Division in the amount of <br /> $3,500. <br /> Legislative History: <br /> The Hazardous Materials Emergency Preparedness (HMEP) grant program is intended to <br /> provide financial and technical assistance as well as national direction and guidance to enhance <br /> local hazardous materials emergency planning and training. The HMEP Grant Program <br /> distributes fees collected from shippers and carriers of hazardous materials to emergency <br /> responders for hazmat training and to Local Emergency Planning Committees (LEPCs) for <br /> hazmat planning and training. The program is administered by the United Stated Department of <br /> Transportation Pipeline and Hazardous Materials Safety Administration <br /> Financial Impact: <br /> The grant will support all expenses incurred to attend the IAFC Hazardous Materials Conference. <br /> The matching requirement will be supported by the members of the North Suburban Hazardous <br /> Materials Team through the teams existing financial resources. <br /> Explanation: <br /> The North Suburban Hazardous Materials Team (NSHM) is a shared services organization <br /> including seven Cities in Ramsey County providing hazardous materials response and support <br /> services to each community. The City of New Brighton acts as the fiscal agent of the NSHM <br /> and has been awarded a grant in the amount of$3,500 on behalf of NSHM to financially support <br /> the costs to send two team members to the International Association of Fire Chiefs (IAFC) <br /> Hazardous Materials Conference in Baltimore, Maryland, which consists of 29 hours of <br /> hazardous materials training over the course of three days on topics ranging from weapons of <br /> mass destruction incident mitigation to surface transportation incident mitigation.
