Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting— April 16,2013 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Paul Banker, Steve Danger,Erin Nichols-Matkaiti,Mike Shardlow, <br /> Greg Meyers, and Verne McPherson <br /> Absent:None <br /> Also Present:Janice Gundlach-City Planner, and Mary Burg-Councilmember <br /> Agenda Review: There were no changes to the agenda. <br /> City Planner Gundlach requested the Commission appoint a Chairperson to serve the Planning Commission for 2013. <br /> Motion by Commissioner McPherson, seconded by Commissioner Danger to appoint Bruce Howard as the <br /> Chairperson of the Planning Commission for 2013. <br /> Approved 7-0. <br /> Minutes from March 19, 2013: <br /> Motion by Commissioner Shardlow,seconded by Commissioner Nichols-Matkaiti, to approve the March 19,2013 <br /> meeting minutes as presented. <br /> Approved 7-0. <br /> Council Action: Councilmember Burg explained she would be serving as the Council Liaison to the Planning <br /> Commission for remainder of 2013. She indicated the City has a new website and invited everyone to browse the new <br /> site. It was noted the results from the Community Survey were available online. She indicated the mobile reporting app <br /> would be available on the City's website shortly. She reported the Council approved the Harbon Montessori School and <br /> Cheetah Engineering requests. Councilmember Burg reported the New Brighton Exchange site would be receiving clean <br /> fill from Shafer Construction from the Highway 96/US 10 project. She noted the Park and Recreation Commission would <br /> be holding a forum on May 1st at 6:30 p.m. at the Community Center to discuss the park needs for the New Brighton <br /> Exchange site. The Pulte Homes proposal for the NBE site was discussed in detail. <br /> Public Hearing: <br /> (A) AT&T Mobility requests consideration of a Special Use Permit to allow installation of cellular antennas <br /> at the top of the City's south water tower and construction of the associated equipment shelter at the base <br /> of the tower located at 660 5th Street SW. <br /> City Planner Janice Gundlach reported AT&T Mobility is requesting a Special Use Permit to allow installation of six <br /> telecommunications antenna,but up to nine antennas, on the top of the City's south water tower located at 660 5th Street <br /> SW. The total height of the tower is 188'. In addition to the antennas,AT&T would place control equipment in the <br /> interior of the base of the tower. No equipment will be located outside. The antennas would either be mounted on the <br /> existing railing located at the top of the tower,or on similar new racks/railings either replacing the old railing or within 2'- <br /> 3' of the existing railing. As AT&T finalizes their structural analysis, and works with Public Works staff, a decision will <br /> be made regarding the method of mounting. From an aesthetic standpoint,the racks/railing in question will not be visible <br /> from the ground due to the overall height of the tower, so the method of attachment isn't relevant from a land use <br /> perspective. <br /> 1 <br />
