Resolution No. 13-036. awarding bid for City <br /> Project 13-2C Mill and <br /> City Manager Lotter reported Public Works Director Wyffels would be making a presentation for this City Overlay. <br /> ReportNo.13-110. <br /> Project. Resolution No. 13-036 <br /> Public Works Director Wyffels stated Staff is recommending the Council authorize the repair and <br /> replacement of the surfacing on the streets located on Schedule A and B. The surfacing of these streets was <br /> failing due to pavement stripping and Staff is recommending the roads be repaired before the entire pavement <br /> surface is lost. He indicated the project has been divided into two bidding schedule areas to give Council an <br /> option on funding a small project(1.4 miles)or a larger project(3.8 miles). He noted the skate park at <br /> Freedom Park was included in this project. As directed by Council,staff has worked with the Finance <br /> Director and City Manager to identify funding sources available to pay for either project. A tentative timeline <br /> was reviewed with the Council noting the project would take six weeks. Public Works Director Wyffels <br /> explained the City received nine bids for the project and the low bidder was North Valley,Inc. This company <br /> had done work for the City in the past and is qualified and capable of performing work of this kind and <br /> magnitude. Staff recommended the Council accept the bids and award the contract to North Valley,Inc. <br /> Mayor Jacobsen questioned if the overlay project would be similar to those conducted in the past. Public <br /> Works Director Wyffels stated this was the case it would be a high quality mix placed on top of the street and <br /> would extend the life of the road another 10 years. <br /> Councilmember Burg asked why the seal coating would take place in August. Public Works Director <br /> Wyffels indicated seal coating took place in the summer months due to the daytime and evening temperatures <br /> and the roadways were clear of leaves. <br /> Councilmember Burg requested further information on the term"super pave." Public Works Director <br /> Wyffels provided a definition to the Council. <br /> Councilmember Jacobsen questioned when the City would address the other roads in poor condition. Public <br /> Works Director Wyffels anticipated there would be another mill and overlay project in 2014 in the Apache <br /> Hills area. He then discussed how the 2013 project would be financed and noted State Aid funds would be <br /> used for the project <br /> Councilmember Bauman thanked Staff for providing the Council with the increased scale on the project and <br /> commented it was conducive to complete the recommended roadways as they were concentrated in the same <br /> neighborhood. Public Works Director Wyffels stated the City was trying to be proactive in managing the <br /> street conditions. <br /> Mayor Jacobsen thanked the Public Works Staff for their long term planning. <br /> Councilmember Jacobsen asked when the 311 app would be ready for use by residents. City Manager Lotter <br /> explained the app would be available at the end of the month. <br /> Motion by Councihnember Jacobsen,seconded by Councilmember Burg to accept the bids and <br /> adopt a Resolution awarding a contract for City Project 13-2C, Mill and Overlay to the <br /> lowest responsible bidder,North Valley, Inc., in the amount of$429,046.78. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 2.Consideration of <br /> 2.
