gwo city of "ANEW BRICK I'PON the city that works for you Council Worksession May 7, 2013 5:00 pm Present: Mayor Dave Jacobsen Councilmember Mary Burg Councilmember Paul Jacobsen Councilmember Gina Bauman Councilmember Char Samuelson Absent: Staff in Attendance: Dean Lotter Guests in Attendance:Craig Rapp Manager Lotter stated that Craig Rapp will be introducing a new format for the City Manager's review, noting that it will be in alignment with the job description. It was shared that Manager Lotter met with Craig Rapp, the Senior Management Team, along with Supervisory Staff on May 6th in order to address the work plan. Manager Lotter reported he recently met with the Mayor to follow on the recent meeting the Council had with Craig Rapp. The primary follow-up items are: • Feedback from City Manager on Performance Review. • The completion of an implementation plan regarding the key performance indicators. • Agenda managing issues. Manager Lotter reported that Johnson Controls has submitted an estimate to the City to conduct an energy efficiency study, stating he could have Johnson Controls come to a worksession to review the findings. Councilmember Burg suggested finding another Company for comparison purposes. Manager Lotter asked for council direction regarding Urban Farming. The Council agreed they will discuss the workplan at the June 4th worksession, and discuss Urban Farming at the June l lth worksession. Craig Rapp distributed a Performance Review Template to the Council, along with the current Job Description for the City Manager. Rapp suggested the council add the strategic priorities as well as the key performance indicators to the template. It was suggested that the evaluation reflect the workplan. The council discussed at length the various competences to include in the evaluation process. Manager Lotter gave a brief recap of the recent strategic planning session with Craig Rapp and the Senior Management Team & Supervisors. It was reported this was a positive exercise. The council discussed scheduling a budget retreat; possibly in August. Manager Lotter stated that he didn't feel it was necessary to provide responses to his recent performance review, as the Council's aggregate review score was the same of Manager Lotter's Self Evaluation.
