Use Permit to allow <br /> various improvements <br /> at New Brighton <br /> City Manager Lotter stated City Planner Gundlach would be presenting this item to Council. Veterinary Clinic, <br /> CityPlanner Gundlach reported the PlanningCommission considered this item at their May2615treMississippi <br /> p Street. <br /> 21st <br /> meeting. A public hearing was held and no persons provided testimony at the hearing. Report No. 13-128. <br /> Two inquires were made of Staff and the only concern raised was with headlight wash from the Resolution No. 13-040 <br /> parking lot. She reported the applicant is requesting the Site Plan and Special Use Permit to <br /> allow the following improvements to be made to the New Brighton Veterinary Clinic, located <br /> at 2615 Mississippi Street: <br /> • Construction of a covered entry on the east side of the building, <br /> • Construction of a dog kennel,utilizing an 8' fence, on the south side of the building, <br /> • Construction of a trash enclosure at the south end of the parking lot, and <br /> • Supporting landscaping improvements. <br /> City Planner Gundlach reported a Site Plan is required for any exterior improvements to a <br /> commercially-zoned property. She reviewed the Site Plan in detail with the Council along <br /> with all applicable City standards. She noted the clinic was originally built in 1974. Staff was <br /> unable to locate the actual land use file,but did find records from City Council approvals <br /> noting that all Zoning Code requirements were met. She reported the Special Use Permit was <br /> required to allow utilization of a fence in excess of 6' in height. Section 5-220(8) of the <br /> Zoning Code allows dog and cat hospitals as permitted uses in the B-3 district. This site is <br /> unique in that it resides at the corner of Mississippi Street and 27th avenue NW, and has a large, <br /> private road easement on the east side. Staff explained the Planning Commission <br /> recommended unanimously that the Council approve the Site Plan and Special Use Permit, <br /> subject to the following conditions: <br /> • The proposed kennel meets the 30' side street yard(west side)building setback. <br /> • The proposed kennel shall be limited to a maximum 10' x 34' footprint, and be <br /> constructed of black, vinyl chain link, with fence slats on the east, west and south sides. <br /> • The proposed ornamental grasses and shrubbery depicted on the Landscape Plan shall <br /> be implemented to ensure the kennel is appropriately screened. <br /> • No animals shall be left in the kennel unsupervised and the kennel shall be cleaned <br /> daily. <br /> Mayor Jacobsen stated he received phone calls from two residents regarding this matter. The <br /> same concern was expressed regarding the headlight wash from the parking lot. He <br /> appreciated that the applicant was willing to provide additional plantings to screen this area. <br /> He requested Staff continue to work with this individual along with the applicant to resolve her <br /> concerns. <br /> Tom Buckley, landscape architect for Impact Designs, explained he had a conversation with <br /> Wilma Depontia last week regarding her concerns and he described to her how additional <br /> landscaping would be added to block headlight wash. <br /> Councilmember Jacobsen questioned how many animals would be in the outdoor kennel at a <br /> time. Stan Ross stated there would only be one or two animals in the outdoor kennel at a time. <br /> These animals would be attended by staff at all times. <br /> Councilmember Burg thanked the applicant for being willing to address the concerns raised. <br />
