I • Report Number 13-163
P BRIGI Hv Agenda Section VI-10
the city that works for you Council Meeting Date July 9,2013
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF STORMWATER MANAGEMENT
FACILITIES MAINTENANCE AGREEMENT FOR PROJECT 13-1, 2013 STREET
REHABILITATION
DEPARTMENT HEAD'S APPROV .• (94141
CITY MANAGER'S APPROVAL:) 40/
No comments to supplement this report 4 Comments attached
Recommendation: Subject to the approval of the City Attorney, enter into a Maintenance Agreement
with Rice Creek Watershed District (RCWD) for inspecting and maintaining stormwater management
facilities delineated and labeled on Exhibit A.
Legislative History: Neighborhood Informational Meeting February 13, 2013
Council received Feasibility Study March 12, 2013
Improvement Hearing (approved project) April 9, 2013
Council approved Plans and Specifications May 28, 2013
Bids opened by Staff July 2, 2013
Bid Awarded(if approved by Council) July 9, 2013
Financial Impact: The City is responsible for the maintenance and inspection of all drainage facilities
receiving public stormwater; however, infiltration features typically require more maintenance than
stormwater ponds. The filtration trench shown on Exhibit A is designed to account for additional and
disturbed impervious surface generated by City Project 13-1, 2013 Street Rehabilitation.
Explanation: As a part of the proposed improvements, RCWD Rules require the City to provide Best
Management Practices (BMPs) that minimize pollutants discharged to downstream surface waters. In
addition, RCWD requires that infiltration (volume reducing) features are added to reconstruction
projects where feasible (or filtration features as designated with City Project 13-1), and the City formally
agree to maintain said features. RCWD Rules require the City to enter into an agreement to ensure that
the City will continue these inspections on a regular basis. The maintenance agreement requires an as-
built survey demonstrating that the stormwater features were built according to plan and routine
inspections be performed by the City of New Brighton.
4 YV
I.
Grant M.
