Of <br /> Report Number 13-168 <br /> ON Agenda Section VI-15 <br /> the city that works for�� Council Meeting Date July 9,2013 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: APPROVAL OF PLANS AND SPECIFICATIONS AND <br /> AUTHORIZATION TO ADVERTISE FOR BIDS FOR CITY PROJECT 13-6, SE SEWER <br /> LINING. <br /> DEPARTMENT HEAD'S APPROVAL: Gt,ttj <br /> CITY MANAGER'S APPROVAL: f <br /> No comments to supplement this report Comments attached <br /> Recommendation: To approve the plans and specifications for City Project 13-6, SE Sewer Lining and authorize <br /> staff to advertise for bids. <br /> Legislative History: The 2013 Sanitary Sewer Capital Improvement Plan includes lining the sewer mains in the <br /> southeast area of New Brighton. On October 26, 2012, staff submitted a grant application to the Metropolitan <br /> Council for Publicly Owned Infrastructure Inflow/Infiltration specifically for this project. On November 20, <br /> 2012, the City was selected for the 2012 METC Grant Program and sent a Preliminary Minimum Allocation <br /> (PMA)notice that the City would receive a minimum of$99,331 from the grant. On December 11, 2012, the City <br /> Council authorized preparation of plans and specifications for City Project 13-6, SE Sewer Lining. On January <br /> 15, 2013 the Metropolitan Council provided the grant agreement, which included a funding maximum of <br /> $102,716. On February 26, 2013,the City of New Brighton entered into a grant agreement with the Metropolitan <br /> Council for the Municipal Publicly Owned Infrastructure Inflow/Infiltration Grant Program for City Project 13-6, <br /> SE Sewer Lining. <br /> Financial Impact: The total estimated project cost is $425,000. <br /> Explanation: The purpose of this item is to advance the project to the next step which is to publicly advertise for <br /> bids. Bids are tentatively scheduled to be opened on August 20, 2013, with construction to bid with an early and <br /> late schedule. The early schedule will have a completion date of December 31, 2013, and May 31, 2014 for the <br /> late schedule completion date. <br /> In 2006 and 2010, the City televised 11,630-feet of old clay tile sewer pipe located in the southeast (SE) portion <br /> of New Brighton. The sewers are generally located between Cleveland Avenue and New Brighton Road. When <br /> viewing the sewer tapes, we found numerous offset joints, sags in the pipe, and roots in the main and service <br /> lines. Also, infiltration was evident in the main lines, as there are joints in the clay pipe every 5 feet (for <br /> approximately 2,300 joints in the project corridor). We have this area on a cleaning program of once per year. <br /> Based on the limited access to these lines, it is difficult to clean and provide root saw treatments. The SE sewer <br /> system was installed in 1958,with 80% of the homes being built before 1971 (as shown in the year built drawing <br /> enclosed). To limit inflow/infiltration caused by aging pipes/extra services/tree roots, the City of New Brighton <br /> proposes installing a liner in 10,810-feet of 8-inch sewer pipe and 820-feet of 10-inch sewer pipe. Lining of the <br /> old system will essentially create like new construction quality to the old clay pipe. The lining will be continuous <br /> between manholes with no joints, eliminating infiltration of ground water and root intrusions. This will not only <br /> reduce maintenance of these pipes,but will eliminate infiltration and lessen the chances of sewer backups. <br /> Costs and Funding: The total cost of this project is proposed to be financed for from Fund 402, Capital Sanitary <br /> Sewer Fund.
