He indicated after the presentation, the Council <br />would hold a public hearing and take resident comments. <br />John Grear, Senior Engineer with Barr Engineering stated the Wellhead Protection Plan was required <br />under Minnesota Wellhead Protection Rules and the Federal Safe Drinking Water Act. He reported the <br />wellhead protection plans have two parts. The first part was the study of the delineation of Wellhead <br />Protection Area and Drinking Water Supply Management Area. The second part was the identification <br />of potential contaminant sources and development of a management plan. He commented wells 8 -10 <br />were determined to be not vulnerable given the fact each was a deep well. Mr. Grear explained the <br />City's other six wells were shallow and could be vulnerable to contamination. He then reviewed the <br />aquifer vulnerability throughout the City. It was noted the Minnesota Department of Health (MDH) <br />had approved delineations and assessments of the City's wells in June of 2010. One of the main parts <br />of Part 2 was the potential contaminant source inventory. This inventory found 500 active wells <br />throughout the City, approximately 100 properties that have storage tanks, in the areas of high <br />vulnerability 1 old dumpsite and four properties where a contaminant spill had occurred, 33 properties <br />with Class V disposal wells, and 7 properties with permitted hazardous waste generators. The goals of <br />the Wellhead Protection Program were reviewed in detail, along with action plans for protecting the <br />City's source water aquifers. Mr. Grear commented the implementation of the Wellhead Protection <br />Plan would occur over several years and would cost $3,000 - $8,000 per year. He noted the MDH has a <br />grant program to help with costs of implementation. <br />Councilmember Jacobsen questioned if the cost of the implementation plan was for the entire DWSMA <br />or just for the City of New Brighton. Mr. Grear indicated these estimated expenses were for New <br />Brighton alone. He stated that collaboration between the cities would be encouraged. <br />Councilmember Burg asked if the City would be notified if a high capacity well were installed in New <br />Brighton. Mr. Grear reported that new businesses applied with the State of Minnesota for high capacity <br />wells, and the City could request notification. Public Works Director Wyffels did not anticipate the <br />installation of any high capacity wells in the City or neighboring communities due to the fact the <br />surrounding areas were built out. <br />Councilmember Jacobsen inquired if the TCAAP redevelopment would have implications on the <br />DWSMA.
