He stated the architectural services would not
exceed $21,500 and would include plans and specifications, advertisement for bids and will have plans posted
on Builders Exchange and Plan Sites for examination by interested bidders. The architectural group will
assist in the bid opening and would make a recommendation concerning selection of a contractor. Facilities
Manager Hicks reviewed the safety concerns in the locker rooms noting they were originally constructed in
1994 and have reached the end of their service period. The proposed renovations would provide safe and
appropriate locker rooms and restrooms along with constructing family style restrooms for Eagles Nest
patrons. The estimated expense for the locker room renovations was $425,300 and was budgeted for 2013.
The proposed project timeline was reviewed in detail. Staff recommended the Council accept the proposal
for architectural services from Rosa Architectural Group and authorize preparation of plans and specifications
for the restroom and locker rooms at the New Brighton Community Center.
Councilmember Samuelson asked how many additional lockers would be added. She recommended
reserved lockers be considered. Facilities Manager Hicks stated this was unknown at this time, and locker
needs would be detailed after gaining input from the public and the architectural plans were completed.
Councilmember Bauman understood the locker rooms were in need of repair. However, she recommended
the extent of the renovations be reconsidered to reduce the expense of the project. She requested the project
plans be completed in phases to allow the Council to consider which items were needs and which were wants.
Councilmember Jacobsen agreed with this comment stating options would be beneficial for the Council to
consider. He suggested the library be contacted for input on the renovations.
Mayor Jacobsen supported having options available for the project. He then asked if membership fees would
be affected by the renovations. City Manager Lotter explained that the City has saved for the expense and
membership fees would not be increased.
Motion by Councilmember Jacobsen, seconded by Councilmember Burg to accept the Proposal for
Architectural Services from Rosa Architectural Group, Inc. and authorize the preparation of plans
and specifications for City Project 13 -11, New Brighton Community Center Restroom and Locker
Room Renovation.
2.
