Consideration of Resolution Accepting Bids and Awarding a Contract for <br />Project 13 -1, 2013 Street Rehabilitation. Report No. 13 -172. ResolutionNo.13 -054. <br />Civil Engineer H Schlichtmg requested the Council accept bids and award a contract for the 2013 Street <br />Rehabilitation project It was noted .89 miles or streets were included in the 2013 project, along with City <br />water and sewer. He indicated the lowest responsible bidder was Northwest Asphalt with a bid of <br />$1,091,005.46. He reviewed the project timeline noting the rehabilitation work would be completed in <br />November of 2013. Staff recommended the Council adopt a Resolution accepting the bids and awarding a <br />contract for Project 13 -1. <br />Commissioner Bauman commended staff for their efforts on this project. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to accept the bids and <br />adopt a Resolution awarding a contract for City Project 13-1,2013 Street Rehabilitation to the lowest <br />responsible bidder, Northwest Asphalt, Inc., in the amount of $1,091,005.46. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consideration to Authorize a Petition to the Rice Creek Watershed District for a Basic Water <br />Management Project in the Boundaries of the City of New Brighton and St Anthony. <br />Report No.13 -173. Resolution No.13 -055. <br />Public Works Director Wyffels commented St. Anthony and New Brighton were working together j ointly to <br />create solutions to address flooding that took place in 2011. Each city was questioning the adequacy of <br />existing stormwater conveyances and management facilities. He commented that several of the ditches in the <br />City were constructed in the early 1900's. He reported on April 24, 2012, the Council accepted the July 2011 <br />Flood Investigation and Stormwater Modeling Report, which was prepared by WSB & Associates. The <br />report for the City of New Brighton identified specific drainage improvements to reduce future flooding at an <br />approximate opinion of cost of $8.7 million. The report for the City of St Anthony identified specific <br />drainage improvements to reduce future flooding at a cost of $1.7 to $3 million. Public Works Director' <br />Wyffels stated it was quite a legal effort to bring together the City of St Anthony, New Brighton and the Rice <br />Creek Watershed District to address the flooding concerns. Phase I of the proj ect was discussed in detail with <br />the Council. <br />City Attorney LeFevere reviewed the matter in further detail stating the Rice Creek Watershed had limited <br />funding available for these types of projects and therefore requested City's bring forth a petition for the <br />project This petition will then compel Rice Creek to consider the project and identify a funding source such <br />18.
