II;illy of <br /> NEW J Report Number 13-212 <br /> Bk1GI 'TON Agenda Section VI-5 <br /> the city that works for you Council Meeting Date September 10, 2013 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF FINAL PAYMENT, PARTIAL PAYMENT 4 <br /> FOR CITY PROJECT 12-9, FREEDOM PARK PHASE I FLOOD MITIGATION <br /> IMPROVEMENTS. <br /> DEPARTMENT HEAD'S APPROVAL: ( 1'.) <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this repo omments attached <br /> Recommendation: To approve contract F na ayment, Partial Payment 4 for City Project 12-9, Freedom Park <br /> Phase I Flood Mitigation Improvements to Midwest Asphalt Corporation in the amount of$6,467.88. <br /> Legislative History: <br /> August 23, 2011 City Council authorized staff to enter into a contract with WSB & Associates for <br /> engineering services for the preparation of our Surface Water Management Plan(SWMP) <br /> and a July 2011 Flood Report. <br /> April 24,2012 The Flood Report was accepted by City Council Meeting and the City Council authorized <br /> City Project 12-9,Phase 1 Freedom Park Flood Mitigation Improvements. <br /> July 6, 2012 Council approved plans and specifications and authorized advertisement for bids. <br /> August 7,2012 Bids opened by staff. <br /> August 15,2012 City Council awarded contract to Midwest Asphalt Corporation. <br /> Financial Impact: Please see attached payment breakdown for details. <br /> Explanation: City Project 12-9 consisted of expansion of the pond in Freedom Park into areas south and west of <br /> the existing ball field. This will increase flood storage available for high intensity rainfall events and reduce the <br /> probability of flooding at downstream locations. In addition, the first phase included construction of additional <br /> catch basins along Pike Lake Drive at Fredeen Court and 12th Street. These catch basins will provide additional <br /> capacity to allow surface water to enter storm sewer under these intersections, which can reduce the potential for <br /> flooding at these intersections. To allow for the additional capacity collected by the new catch basins,the 30-inch <br /> corrugated metal storm sewer pipe discharging to Pike Lake (from Pike Lake Drive and 12th Street)was removed <br /> and replaced with a larger 54-inch concrete pipe. <br /> All contract work with Midwest Asphalt Corporation for City Project 12-9, Freedom Park Phase I Flood <br /> Mitigation Improvements has been completed and accepted by City staff. This payment includes payment on all <br /> contract final quantities and Change Order items associated with the project. It also releases all payment <br /> retainage. <br /> The wet spring prevented seed from growing in the bottom of the Freedom Park pond. The City will save money <br /> by reseeding this basin with City forces during the fall growing season. Additionally, we will add a storm water <br /> collection device to address drainage entering the basin from the townhomes to the south. <br /> Costs and Funding: This work will be funded as indicated below: <br /> Fund 421 (Stormwater Improvement Fund): $258,052.2 <br /> Fund 491 (New Brighton Exchange TIF Districts): $65,341.40 <br /> $323,393.61 <br /> Gra t M. yffels .E. <br /> Director of Publi Works <br /> Attachment <br />
