RESOLUTION NO. <br />13 -068 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A SITE PLAN. <br />S, an application has been made by Andrew Wahl on behalf of Dental Properties, LLC for <br />ration of a Site Plan in order to construct a 3,365 SF addition to the dental office clinic <br />y under construction at 850 County Road D West, <br />SHEI As, the procedural history of the application is as follows: <br />1. application for a Site Plan Review was received on August 2, 2013. <br />2. e Site Plan was deemed complete upon submittal. <br />3. e Planning Commission reviewed the request on August 20, 2013. <br />4. e Planning Commission recommended approval of the Site Plan application. <br />5. e City Council considered the request on August 27, 2013. <br />VHER AS, the Planning Commission and City Council make the following Findings of Fact with <br />respect to the Site Plan (LP2013 -005): <br />1. Resolution 13 -012 was adopted by the City Council on January 22, 2013 outlining the <br />rameters under which the property at 850 County Road D West is to be developed. <br />2. he property is zoned B -3, General Business. <br />3. e property is guided in the Comprehensive Plan for Community Business. <br />4. ie existing property area is 1.5 acres or 66,070 SF. <br />5. Ilie proposed use of the addition as a dental specialty clinic is a permitted use in the B -3, <br />General Business zoning district. <br />6. 1 e proposed Site Plan consists of constructing a 3,365 SF addition to the existing dental <br />clinic and associated landscaping improvements. <br />7. e original Site Plan approved per Resolution 13 -012 was designed to accommodate a <br />Lure expansion, thus not necessitating the need to build additional parking. <br />8. a Planning Commission and City Council reviewed the Site Plan in accordance with <br />Zoning Code Chapter 5, Sections 6 -390, 8 -010, and Chapter 11. <br />9. The Planning Commission and City Council also considered a parking "special <br />cumstance" per Zoning Code Section 11- 040(4) to allow construction of 48 parking stalls <br />en 49 would normally be required when enforcing a one stall per 200 SF office space <br />10. T 1 e applicant provided evidence in support of this special circumstance within the written <br />nE ative attached to the Planning Report dated 8/14/2013.
