Outlot A will be retained by the <br /> City for construction of a future park. Also, a portion of Searles Street within the second phase <br /> of single family homes will be constructed within Outlot A. <br /> Noting the above, staff recommends approval of the Preliminary Plat to be known as Enclave at <br /> New Brighton Exchange. <br /> FINAL PLAT ANALYSIS <br /> The applicant is proposing final plat approval for Phase 1. This includes 61 lots on 5 blocks, and <br /> Outlots A — G. Several easements will need to be vacated and/or released. This process is in <br /> motion and only requires City Council approval. A public hearing on the vacations is scheduled <br /> for September 24, 2013. <br /> Section 26-41 of the City Code outlines the data necessary for approving a final plat. City staff <br /> and Pulte's consultant Stantec have been working diligently to ensure all data is accurately <br /> depicted on the final plat. The applicant has proposed dedication of additional Old Highway 8 <br /> NW right-of-way, as well as met the needs requested by Public Works for the public roadways <br /> within the development. It is also worth noting the applicant has proposed street names that have <br /> historical significance, which was a desire of the City Council. Lastly, Chapter 26 of the City <br /> Code requires payment of park dedication fees for any new lot created at the time of final plat <br /> approval. The fee for the final plat will be due at the time of City Council approval. <br /> It is worth noting, the County Surveyor is still reviewing the plat. If amendments are necessary <br /> as a result of that review, changes will be brought back to the Planning Commission and City <br /> Council for approval prior to the actual filing of the plat. Additionally, the future phases of <br /> Outlots C, D, and G will require separate final plat approvals at the time of final PUD approval. <br /> Staff recommends approval of the final plat of Enclave at New Brighton Exchange. <br /> Interdepartmental Comments <br /> Public Safety and Engineering have reviewed and commented on the proposed plans. Their <br /> comments are attached as exhibits and have been made a part of the conditions of approval. <br /> None of these comments should have an impact on the overall site design, lot layout, right-of- <br /> way dedication, or any other factor that would otherwise change the site plan. The Parks and <br /> Recreation Department had no comments. <br />
