Not Approved <br /> • The addition is built generally in accordance with the submitted plans attached to the Planning Report dated <br /> 8/15/2013. <br /> • The addition is constructed of like colors and materials of the existing home and roof lines are proportional to the <br /> existing roof. <br /> Commissioner Nichols-Matkaiti questioned why a Variance and Nonconforming Use Permit was required for this request. <br /> Planner Gundlach stated the Nonconforming Use Permit was needed for the existing structure and setbacks already in <br /> place that do not meet code. The Variance was needed for the proposed addition to the home,as it was not within the <br /> required setbacks. <br /> Commissioner McPherson asked if the addition would be attached to the garage. Frank Ulwelling, 706 2nd Avenue NW, <br /> explained the existing garage would be torn down and replaced in several years. For this reason,he was not planning to <br /> attach the addition to the garage. <br /> Chairperson Howard requested further information on the proposed deck. Mr.Ulwelling stated the deck would be 10 feet <br /> wide, and if the deck was pulled back 10 feet,it could only be accessed from the bedroom. He requested the deck remain <br /> as proposed to allow access from the living room. <br /> Motion by Commissioner McPherson,seconded by Commissioner Banker to close the Public Hearing. <br /> Approved 6-0. <br /> Motion by Commissioner Nichols-Matkaiti, seconded by Commissioner Banker, to approve staff recommendation. <br /> Approved 6-0. <br /> Commission Business: <br /> (A)Dental Properties, LLC is requesting consideration of a Site Plan to allow construction of a 3,3 65 SF addition <br /> to the dental office building currently under construction at 850 County Road D West. <br /> City Planner Janice Gundlach reported the applicant is requesting approval of a Site Plan to allow construction of a 3,365 <br /> SF addition to the dental office building currently under construction at 850 County Road D West. The addition will <br /> house another dental specialty clinic,but will be connected by a shared entrance to the larger orthodontic clinic that was <br /> approved in January of this year. All minimum standards have been met and a public hearing is not required. <br /> Planner Gundlach explained the building under construction currently,which was approved in January of this year,was <br /> modified slightly since the original approval in an effort to reduce costs. These Site Plan modifications were approved <br /> administratively because the building location and above ground square footage was not changing,parking stalls were not <br /> lost,and the overall noticeable effect to the approved site plan was negligible. These modifications are outlined below <br /> and are relevant when discussing the overall Site Plan: <br /> • The 2,400 SF basement was eliminated <br /> • The office space lost in the basement was transferred to the former garage space <br /> • The two enclosed garage stalls were eliminated <br /> • A trash enclosure was added to the northeast side of the building(trash was formerly proposed to be housed in the <br /> garage space) <br /> • A slight modification was done to the surface parking lot,which resulted in one additional parking stall overall <br /> Planner Gundlach reviewed the Site Plan in further detail and recommended the Commission approve the Site Plan based <br /> upon the findings of fact, subject to the following conditions: <br /> • The proposed Site Plan is constructed in a manner consistent with the plans submitted and made a part of the <br /> Planning Report dated 8/14/2013. <br /> 2 <br />
