3. Topography: Generally Flat <br /> 4. Comprehensive Plan Designation: Low Density Residential <br /> 5. Zoning: R-1A, Single Family Residential <br /> 6. Surrounding Land Uses: <br /> North: Single Family Residential <br /> South: Single Family Residential <br /> East: Single Family Residential <br /> West: 4th AVE NW, funeral home <br /> SPECIAL USE PERMIT ANALYSIS <br /> The applicant is proposing to build a 28' x 34' detached garage, which is greater than 624 SF at <br /> 952 SF, thus requiring a special use permit. This proposed garage will be in addition to an <br /> existing detached garage measuring 22' x 24'. No attached garage exists on the property and an <br /> 8' x 15' shed will be removed. The proposed garage meets all required setbacks and will be <br /> constructed, as stated in the submitted narrative, in a manner that will match and/or compliment <br /> the home. The applicant further states the garage will be used for storage of a boat, tractor, and <br /> antiques and will not be used for home-based business purposes. <br /> Zoning Code Section 4-530 establishes accessory building requirements for all accessory <br /> buildings within a residential district, which includes attached and detached garages. Section 4- <br /> 530 (E) allows for an accessory building, or detached garage, to be constructed up to 1,064 <br /> square feet but requires a Special Use Permit to exceed 624 square feet. Additionally, Section 4- <br /> 530 (K) establishes three conditions under which the Special Use Permit can be granted. Those <br /> conditions are as follows, with a staff response provided for each: <br /> 1. Roof and exterior color and material must be consistent and complimentary with the <br /> principal structure. <br /> Staff finds this criterion to be me. The applicant has stated in the submitted narrative <br /> that the proposed garage would match the siding and roofing of the existing home. <br /> 2. If deemed necessary by the City Council, landscape screening shall be provided to <br /> lessen visual impact from adjacent properties. <br /> Staff finds this criterion to be met. The proposed garage measures 28'x 34' or 952 SF <br /> and is located in the rear yard. The existing detached garage measures 22' x 24' or <br /> 528 SF and has access off 7111 ST NW. Staff finds that because the garage is in the rear <br /> yard and will be accessed off the alleyway, like many of the other detached garages in <br /> the area, landscape screening shouldn't be necessary. <br /> 3. No commercial or home occupation activity shall be conducted within the accessory <br /> building. <br /> Staff finds this criterion to be met. The applicant stated in his written narrative the <br /> garage will be used for storage of a boat, tractor, and antiques and will not be used for <br /> any home-based business activity. <br />
