Jacobson, Director of Public Safe <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: <br /> Approval of the Joint Powers Agreement between the City of New Brighton and Ramsey County <br /> for participation in the Violent Crime Enforcement Team (VCET). <br /> Legislative History: <br /> At its October 9th, 2012 Work Session, the New Brighton City Council heard from the <br /> Commander of Ramsey County VCET about Public Safety's participation in this multi- <br /> jurisdictional effort, and the assignment of an officer to the team was included in the <br /> department's budget for 2013 that was approved on December 11th, 2012. The Ramsey County <br /> Board of Commissioners has already approved the JPA and the City Attorney is also required to <br /> sign-off on the agreement. <br /> Financial Impact: <br /> It is estimated that the City of New Brighton will be reimbursed $20,000 annually for the <br /> Department of Public Safety's participation with VCET. The updated JPA also clarifies liability <br /> insurance for the team, which should reduce the City's financial exposure to any potential claims <br /> incurred as a result of our participation with VCET. <br /> Explanation: <br /> At the beginning of the year, the City of New Brighton joined the Ramsey County Violent Crime <br /> Enforcement Team (VCET) with the assignment of a fulltime police officer as a participant of <br /> the group. This action required updating of Ramsey County's existing JPA for the team, <br /> including review by their County Attorney's Office, and additional input from each legal counsel <br /> of all participating municipalities, including comments from the City of New Brighton Attorney <br /> which were added to the final document. <br /> Anthony S.
