Exhibit A to Application to Repurchase after Forfeiture <br /> (PIN 18-30-23-11-0001) <br /> The property described in this application has been in the Haack family for forty (40) years. The <br /> current owner is Robert Haack who inherited the property after the death of his mother in 1994. <br /> Robert Haack lives in the Los Angeles area. The Haack family has paid the property tax due on <br /> this property for all of the years they have owned it until 2008. <br /> Robert Haack was a part owner of a metal recycling business located in Oxnard, California. The <br /> property tax statements for the property involved in this application had been sent to the <br /> company's address at 6200 Perkins Road in Oxnard. In 2008, 6200 Perkins Road was <br /> demolished by order of the United States Environmental Protection Agency (EPA). The property <br /> was demolished due primarily to the existence of dangerous levels of radioactive thorium 226, <br /> produced as a result of a United States Department of Defense contract with the Haack family <br /> after World War 2. The contaminated nature of the property resulted in complete EPA control <br /> that left the site without either a property address or mail service. As the property had no <br /> pedestrian access or way to receive mail, the tax statements for the property were not received <br /> and inadvertently went unpaid. <br /> Mr. Haack's family has been a member of the Minneapolis community since 1920. His <br /> grandfather, John Babanski, was instrumental in developing the city in the 1930s and 1940s and <br /> constructed over 4000 structures during the first half of the century. Mr. Haack's uncles. Donald <br /> Babanski and Leonard Babanski, continued the development in the city and surrounding states. <br /> The property in question has been held back by the family for over 40 years and is adjacent to <br /> the Leonard Babanski family residence. It has been designated as a.retirement site for Mr. Haack. <br /> his nephews, nieces, and remaining aunts. In April 2013, Mr. Haack contacted a developer to <br /> create a family compound on the site and it was the developer that brought the current defaulted <br /> state of the property to his attention. <br /> While the un-received mail at 6200 Perkins road is the primary cause of the tax default,the death <br /> of Mr. Haack' father, Clarence Haack (the lifelong friend of Leonard Babanski) in 2009 and Mr. <br /> Haacks own endocratic health problems in 2011 and 2012 were contributing factors. <br /> The Haack family has obviously paid a very significant amount of taxes on this property over the <br /> past 40 years. In all likelihood the taxes they have paid far exceed the current market value of the <br /> property_ The reason for the nonpayment since 2008 is understandable given the above <br /> circumstances. It would be a significant hardship for Robert Haack to lose his property and <br /> retirement location given these circumstances and the length of time the property has been <br /> owned and retained for retirement purposes by the Haack family. <br /> Upon the approval of the repurchase by the Ramsey County Board of Commissioners, the entire <br /> amount of the cancelled and delinquent taxes, penalties, accrued interest, and other costs due will <br /> be available to be paid upon request. <br />
