Approved <br /> A Task Force Member asked if there had been many issues with respect to greenhouses and gardening. Staff responded <br /> one of the biggest issues was the limitations the City was currently facing. He stated they did not get a lot of complaints <br /> regarding greenhouses, so the zoning issue might be the setback and how did they define that. He stated where it got <br /> tricky was when they got into aesthetics and how to regulate aesthetics. He stated the chicken issue could be many issues <br /> and how to regulate those. <br /> A Task Force Member stated obviously some things are concerns,but there were some Cities that promoted urban <br /> agriculture if it did not cause problems. <br /> Chair Howard stated it was not only what the issues were today,but what were the trends going forward also.He asked if <br /> the Members wanted to come up with a list of issues and was this something they could do as a combination with a review <br /> of what other Cities were doing. It was the consensus to have part of the next meeting on regulation and to discuss the <br /> issues the Members were hearing. <br /> Chair Howard asked of the next meeting the Task Force Members bring forth their list of issues. <br /> Staff stated by November the Task Force could then take public comment. <br /> Staff stated they needed to think about how did a Task Force Member define urban farming, and what kind of issues <br /> come up. He stated once they defined it,it would help them think about the issues. <br /> A Task Force Member requested staff compile a list of issues also and what had been the City's experiences. <br /> A staff member stated he has received calls every month from residents if they could have chickens. He stated the issues <br /> he has received complaints about was if a rooster were crowing. When that occurred,he went and talked to the residents <br /> and the resident took care of the issue. He noted he had one issue with a"smelly"coop,but once he talked to the resident <br /> the coop was cleaned and there had not been an issue since. He stated he has had a few complaints (1-2 per year) over <br /> the years over noise and smell,but the residents had always been willing to take care of it without citations needing to be <br /> issued. <br /> A Task Member asked if 1-2 complaints a year was considered low complaints. Staff responded that was a very low rate <br /> of complaints. <br /> A Task Force Member asked if they had received any complaints regarding the coops. Staff responded they had received <br /> a couple of complaints,but not many. He stated he had received inquiries about setback for gardens. <br /> A Task Force Member asked if there had been any complaint about people slaughtering their chickens. Staff responded <br /> he had not heard of those types of complaints,but he would check with the Public Safety Department. <br /> Staff stated one thing to think about was that as a City they wanted to get in front of this and a lot of times what the issue <br /> was is the with zoning. He stated they needed to look forward to get set up ahead of time. He noted was part of looking <br /> at the issues. <br /> A Task Force Member stated they not only had to identify the issues,but they also needed to look at the best management <br /> practices also. <br /> Staff stated the Members who had chickens could also educate the Task Force on what was required to raise chickens. He <br /> indicated for the October 24 meeting staff would come with potential issues to discuss as well as an overview of what <br /> other communities were doing with respect to their issues. <br /> A Task Force Member noted she had a conflict with the February 12 meeting. Staff noted the other nights that week were <br /> taken by other City meetings,but they could look at the options. <br /> 4 <br />
