Allina staff present to recognize these awards are scheduled to be Dr. <br /> Paul Satterlee(Allina Medical Assistant Director)and Ambulance Operations Manager Dave Matteson. <br /> Legislative History: <br /> New Brighton DPS has a tradition of recognizing Life Saving Awards publicly during City Council <br /> meetings. <br /> Explanation: <br /> On July 21S`, 2013 at about 11:17 a.m. a 911 call was received by Ramsey County Emergency <br /> Communications Center regarding a vehicle that had gone off the road into Freedom Park at 2121 le St <br /> NW. The caller indicated that the driver of the vehicle was not breathing. Per protocol,that caller was <br /> transferred to Allina Health Emergency Medical Services dispatcher Anton Fehrenbach for pre-arrival <br /> instructions to bystanders. Police officers and medics were simultaneously dispatched to the scene. <br /> Officer McNeely, Sgt. Masterman and Officer Voeller arrived on scene to find that the victim, later <br /> identified as Mr. George Mattson, was not breathing and had no pulse. The Officers immediately began <br /> life saving procedures to include CPR and administering oxygen. An automatic external defibrillator <br /> (AED)was deployed, with a shock recommended and delivered to Mr. Mattson. Shortly thereafter, Mr. <br /> Mattson regained breathing and a pulse. Allina Medics including Ryan Dougherty and Joseph Gottwaldt <br /> arrived on scene and began administering Advanced Life Support care to Mr. Mattson. Mr.Mattson was <br /> transported to Abbott Northwestern Hospital where emergency room staff continued their successful <br /> efforts to save Mr. Mattson's life. Mr. Mattson has since recovered and is here tonight with his family. <br /> A successful response to a critical call depends upon a chain of events that often include pre-arrival <br /> dispatcher instructions and accurate information for first responders, swift emergency response, highly <br /> trained responders, and proper lifesaving equipment to include automatic external defibrillators. The <br /> success of that response further depends upon a medical system designed to provide timely and highly <br /> professional care via Paramedics and hospital emergency room staff. <br /> New Brighton Dept. of Public Safety recognizes Officer Kathy McNeely, Sgt.
