Comprehensive Plan Designation: Low Density Residential <br /> Zoning: R— 1, Single Family Residential <br /> Surrounding Land Uses: <br /> North: single family homes <br /> South: Forest Dale RD, single family homes <br /> East: Silver Lake RD, single family homes <br /> West: single family homes <br /> SPECIAL USE PERMIT ANALYSIS <br /> Verizon Wireless LLC is proposing to mount two additional antennas, increasing from eight <br /> existing to ten, on top of the City's water tower located at 700 Silver Lake Road. The antennas <br /> will be mounted on a rack/railing located at the top of the tower and are placed in two "sectors" <br /> with one new antenna proposed per sector. No substantive land use changes to the ground <br /> equipment or lease space is proposed. <br /> There are various Zoning Code sections applying to telecommunications equipment. The <br /> following is an analysis of whether this request complies with those various Zoning Code <br /> standards (staff responses in italics): <br /> Section 4-600 (2) provides that the following regulations are met prior to issuance of any <br /> building permits for towers and/or antenna. <br /> A. All towers and antennae shall have setbacks equal to or greater than the height of the <br /> proposed structure, unless otherwise reduced by action of the City Council in accordance <br /> with Zoning Code Section 4-600 (4) (D). <br /> The existing water tower is nearly 90' tall. The antennas are being placed at the top of <br /> the existing tower. The existing tower is roughly 100'away from the nearest home to the <br /> north and 180' away from the second nearest home to the west. Being the tower <br /> structure the antennas are being mounted to is existing, this standard does not apply. <br /> B. The distance of any guy anchorage or similar device shall be at least ten feet from any <br /> property line. <br /> This condition does not apply as there are no guy anchorage or similar devices needed <br /> for these antenna and because the tower is existing. <br /> C. Suitable protective anti-climb fencing and a landscape planting screen shall be <br /> provided and maintained around the structure and accessory attachments. <br /> Fencing currently exists for the water tower and no additional fencing will be required. <br /> No visible changes are proposed at grade. <br /> D. The applicant shall present documentation of the possession of any required license by <br /> any Federal, State, or local agency. <br /> This documentation will be provided at the time of building permit submittal and verified <br /> by the Building Official prior to issuance of any permits. <br />
