Novernber 12, 2013 Page 2 of 4 Special Order of Business Special Order of 1. Presentation of Life Saving Awards for Public Safety responders. Report No. 13 -251. Business 1. Presentation of Life City Manager Lotter indicated Public Safety Director Jacobson would be presenting several life saving Savmg Awards for Public safety responders. Report awards this evening for an event that occurred on July 21 't. Public Safety Director Jacobson discussed a 911 call that was received by Ramsey County Emergency Communications on July 21 " regarding a vehicle that had gone off the road into Freedom Park at 212114' Street. The caller indicated that the driver of the vehicle was not breathing. The caller was transferred to Allina Health Emergency Medical Services dispatcher Anton Fahrenbach for pre - arrival instructions. Police officers and medics were simultaneously dispatched to the scene. He explained that Officer McNeely, Sergeant Masterman and Officer Voeller arrived on scene to find George Mattson not breathing and had no pulse. The officers immediately began life saving procedures to include CPR and administered oxygen. An automatic external defibrillator (AED) was deployed, with a shock recommended and delivered to Mr. Mattson. Shortly thereafter, Mr. Mattson regained breathing and a pulse. Allina Medics, including Ryan Dougherty and Joseph Gottwaldt arrived on scene and began administering Advanced Life Support. Mr. Mattson was transported to Abbott Northwestern Hospital where emergency room staff continued their successful efforts to save Mr. Mattson's life. Mr. Mattson has since recovered and was present this evening with his family. Dr. Paul Satterlee, Allina Medical, was proud of the fast responders in New Brighton and the training each member of the department has. He indicated these well- trained officers and medics were saving lives in the community. Public Safety Director Jacobson thanked the caller, dispatchers, each officer and medic for their actions taken on July 21 s' and presented each of them with a life saving award. A round of applause was offered by all in attendance. George Mattson thanked Officer Kathy McNeely for her prompt response and actions after his accident, along with the individuals who called 911.
