Report No. 13 -286. <br />Resolution No. 13-094. <br />City Manager Lotter indicated Finance Director Maiers would present this item to the Council. <br />Finance Director Maiers explained the 2014 General Fund Budget received 52.3% of its total revenues from <br />property taxes. The City Council approved a prelimilialy 2014 tax levy of $6,870,308 on September 10� . <br />This was $417,000 or 5.72% less than the levy payable in 2013. It was noted the preliminary 2014 tax levy <br />was certified to Ramsey County and used in their calculations for their parcel specific notices mailed to each <br />property owner. He explained the preliminary 2014 tax levy has since been lowered by an additional $76,000 <br />to $6,794,308. The 2014 tax levy of $6,794,308 is $493,000 or 6.8% less than the tax levy payable in 2013. <br />He requested the Council adopt the final 2014 tax levy. <br />Motion by Councilmember Samuelson, seconded by Councilmember Jacobsen to waive the reading <br />and adopt a Resolution approving the final 2014 Property Tax Levy. <br />5 Ayes, 0 Nays - Motion Carried <br />2. Consideration of Resolution Adopting the Final 2014 Budgets. Report No. 13 -287 <br />Resolution No. 13-095. <br />City Manager Lotter indicated Finance Director Maiers would present this item to the Council. <br />Finance Director Maiers stated the City's General Operating Fund Budget for 2014 is $12,995,400, an <br />increase of 0.54 %, or $70,100, from the amended 2013 budget. He reviewed the City's enterprise and <br />internal service funds explaining these funds had a total 2014 budget of $7,983,200. Staff reviewed the <br />significant changes to the General Operating Fund budget from 2013 to 2014 with the Council and <br />recommended approval of the final budget. <br />Councilmember Burg <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to waive the reading and <br />adopt a Resolution approving the final 2014 budgets. <br />5 Ayes, 0 Nays - Motion Carried <br />Consideration of Resolution Adopting the Final 2014 Tax Levy for Lake Diane Storm <br />Sewer Taxing District. ReportNo.13 -288. ResolutionNo.13 -096. <br />City Manager Lotter indicated Finance Director Maiers would present this item to the Council. <br />Finance Director Maiers explained the City has established a Storm Sewer Improvement Taxing District <br />within the City for Lake Diane. A Storm Sewer Improvement Taxing District is an area within the territorial <br />limits of a municipality. The municipality may acquire, construct, maintain, and otherwise improve storm <br />sewer systems and related facilities within the district for the benefit of the district. The costs involved may be <br />recovered by levying tax on all taxable properties within the district. He reported the City adopted a <br />preliminary 2014 tax levy for the Storm Sewer Improvement Tax District on September 10, 2013 for $2,250. <br />He recommended the Council approve the proposed tax levy. <br />Mayor Jacobsen suggested. <br />Public Hearine <br />Council Business <br />1.
