The estimated cost for the project
including a 10% contingency is $584,100.
Explanation: The purpose of this item is to advance the project to the next step which is to create bid documents
and publicly advertise for bids. A tentative timeline will have the project advertised in March, and the bid
opening taking place in April. This timeline would then have construction beginning sometime in May or June of
2014.
The City Council hired Rosa Architectural Group, Inc. to develop plans to improve /renovate the existing space.
As part of the review /planning process, Rosa Architectural Group, Inc. hosted focus group meetings with New
Brighton Community Center user groups and the Parks, Recreation and Environmental Commission. As a result
of these meetings, plans were generated to include restroom and locker room renovations to improve the
functionality while meeting modern standards and building code requirements (including ADA spacing
requirements).
The NBCC restrooms and locker rooms were originally constructed in 1994. The renovation project has been
postponed from 2009 to 2014. At this point, the locker rooms and restrooms have reached the end of their service
period. If undertaken, this project will accomplish three goals:
• Creating family style restrooms and a personal needs room.
• Providing additional lobby seating space.
• Renovating and relocating the current restrooms and locker rooms.
Backeround
One of the main attractions at NBCC is the Eagles Nest Indoor Playground. The Eagles Nest draws young
children and their parents, which bring two unique situations to NBCC — taking a child to the restroom and
breastfeeding. The current project provides space for both of these activities. Family restrooms will be
constructed allowing a parent to stay in the same restroom with a younger child of the opposite sex. This will
help to keep children of the opposite sex out of the locker room areas, and reduce any instances of a child walking
in on an adult that is just toweling off after a shower. Because NBCC is a great draw for families, staff is
approached by mothers looking for a private location to breastfeed or to pump to have breast milk available for
later. Currently staff has to refer to our facility schedule to determine if a private room can be made available.
