January 28, 2014 Page 2 of 7 <br />Commission Minutes <br />Mayor Jacobsen received the following minutes on behalf of the City: <br />• PREC Commission minutes from July 10, 2013. <br />• Planning Commission minutes from November 19, 2013. <br />Special Order of Business <br />1. Updates from Chairperson's of Advisory Commissions. <br />• Parks, Recreation & Environmental Commission Annual Report <br />Acting City Manager Jacobson explained that PREC Chair Jeanne Fnschman would be providing the <br />Council with an Annual Report. <br />Jeanne Fnschman thanked the Council for their time and urged those interested in serving the community to <br />considering serving on the PREC Commission, as the group currently had three vacancies. Ms. Frischman <br />looked forward to working with Council Liaison Snub in 2014. She discussed the responsibilities of PREC <br />and then highlighted the park related projects addressed by the Commission in 2013. She reviewed the <br />priorities for 2014 and thanked staff for their assistance and dedication to the PREC group. <br />The Council thanked Ms. Fnschman for her dedication to the PREC group and for her willingness to serve as <br />the Chair. <br />• Economic Development Commission <br />Acting City Manager Jacobson explained that the Economic Development Commission (EDC) Chair Paul <br />Zisla would be providing the Council with an Annual Report. <br />Paul Zisla discussed the role and makeup of the EDC. He commented the group has been working closely <br />with the design and projects proposed for the New Brighton Exchange. Business retention in New Brighton <br />was another activity taken on by the group. He looked forward to the economic development that would take <br />place in the City in 2014. <br />Councilmember Bauman valued the expertise of the EDC members and thanked Chair Zisla for his service to <br />the City of New Brighton. <br />Councilmember Jacobsen agreed stating he enjoyed serving on the EDC as the Council Liaison. <br />2. Update from Cor Wilson, CTV <br />Acting City Manager Jacobson explained Cor Wilson had a presentation for the Council. <br />Cor Wilson, CTV, provided the Council with an update on the events taking place at CTV. She discussed the <br />number of productions that were completed in 2013, noting the number of events was on the rise. She <br />reviewed the organizations that had programs last year and was excited to be working with Ramsey County <br />and the Mounds View School District on a STEAM Initiative program. Ms. Wilson noted all PEG channels <br />have been encrypted by Comcast, which requires homeowners to have a cable box or DTA device. The <br />DTA devices were $1.99 and this fee could be increasing. She explained the DTA rate issues remain along <br />with an increasing number of complaints for service with Comcast and their call centers. She explained that <br />Comcast's rate orders were found to be in noncompliance. Ms. Wilson explained that the Cable Commission <br />continues franchise negotiations with Comcast. A formal negotiation process has been pursued to assist in <br />establishing deadlines. The franchise approval timeline was reviewed in detail with the Council. It was noted <br />a final decision would have to be made by franchise cities by April 18". She thanked Councilmember <br />Bauman for her service on the Cable Commission. <br />Mayor Jacobsen expressed concern with the poor level of customer service being provided by Comcast, <br />noting he has lost all local channels since they have been encrypted. Ms. Wilson further discussed the <br />franchise negotiations with Comcast stating she was working diligently to have these issues resolved. <br />Mayor Jacobsen questioned what the hang ups were in the negotiations.
