R€porNo. I4-U7. <br />City Manager Iotter tçorted Planning Coordinator Gundladr would be prræenting this itern to the Cor¡ncil. <br />Ms. Gundlach reported the applicant is requesting Site Plan and Nonconforming Use Permit <br />approval to allow expansion of the existing surface parking lot by 20 stalls at Emerald Manor <br />Apartment complex located at 1380 and 1390 7th Street NW. This apartment complex contains <br />54 units of housing. The expanded parking area would be provided between the two existing <br />buildings. In order to expand the parking lot, an existing concrete pad/barbeque atea) fence <br />and small shed would be removed. To control drainage and meet Rice Creek Watershed <br />District requirements, the applicant has proposed a small drainage basin at the west end of the <br />expanded parking area. Any exterior expansion of a building or structure (such as a parking <br />lot) requires review and approval of a Site Plan. Additionally, because these buildings pre-date <br />the existing multi-family residential standards there are several nonconformities onsite <br />requiring a Nonconforming Use Permit.
