March 25, 2014 Council Report <br />2014 Single Axle Truck <br />Page 2 of 2 <br />Works Department for the use of plowing, sanding, maintaining streets, and general materials handling <br />for both the Public Works and Parks Departments. One of the options we are opting for is a stainless steel <br />box to prevent corrosion of the box liner. Painted boxes require re- painting twice over their 15 -year life <br />span in our fleet. We will also be purchasing a rear mounted wing in lieu of a front post mounted wing. <br />According to Crysteel, 95 percent of all new truck set -ups are being equipped with a rear wing. The main <br />advantages to this type of configuration are: <br />• Better visibility out the passenger window (increased safety). <br />• Better cleaning and scraping around corners. <br />• Better right -hand turning ability due to the physics of the rear mount. <br />This vehicle is scheduled for replacement on a 15 -year cycle. The new vehicle will replace Vehicle #005 <br />in the snow plow fleet, an International purchased in 2000. Vehicle #005 will remain as a standby truck in <br />the snow plow fleet. <br />Vehicle Condition Index: Public Works has implemented a Vehicle Condition Point Index System to <br />rate each new vehicle purchase. This system was developed by the American Public Works Association <br />(APWA) to be used by fleet managers all across the country. This new system factors in Age, <br />Miles /Hours, Reliability, Maintenance and Repair Costs, Vehicle Condition, and operating cost per mile. <br />Attached to this memo is the Vehicle Condition Point Index for vehicle #005 (the single axle proposed to <br />be replaced). The score is a 37 and qualifies the vehicle for immediate replacement consideration. <br />The recommendation is to enter into an agreement with Astleford International and Crysteel Truck <br />Equipment to pay for and take delivery of a 2014 International dump truck with snow equipment. <br />dnA 4_-1114 <br />Grant M.
