WW11 - of Report Number 14 -060
BAIMMU14 Agenda Section VI -7
the city that works for you Council Meeting Date March 25, 2014
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF QUOTE AND AUTHORIZATION OF CITY
PROJECT 14 -6, WTP #1 IRON & CARBON FILTER PRESSURE TRANSMITTER
REPLACEMENT.
DEPARTMENT HEAD'S APPROVAL: (mow
CITY MANAGER'S APPROVAL:
No comments to subblement this
Comments attached
Recommendation: Accept the quote in the-fimount of $34,500.55 and authorize InControl to perform
the necessary work required for City Project 14 -6, Iron and Carbon Filter Pressure Transmitters.
Legislative History: This work is included in the 2014 annual work plan with the United States Army.
Financial Impact: InControl, the controls integration contractor for the NBCGRS facilities, has
provided a quote for replacement of the pressure transmitters on the iron and carbon filters in the amount
of $34,500.55 based on an estimated maximum of 30 hours of labor. Freight for shipping of the
transmitters is extra and will be added at the time of the work.
Explanation: Each iron and carbon filter has a pressure sensor /transmitter that monitors the differential
pressure in the vessel and sends a signal to the plant control system. Monitoring vessel pressure is
critical for protecting the equipment against damage from unexpected high pressure and for indicating
when the media is in need of backwashing. The pressure transmitters installed at the time of construction
in the early and mid -1990s are now obsolete and are not supported by the manufacturer. Two of the
transmitters have failed and cannot be repaired. Because these are critical components in the operation
of the water treatment plant, it is prudent to replace all of the transmitters before more failures occur.
The replacement of the transmitters is included in the 2014 work plan with a budget of $38,000 for
completion of the work. InControl has provided services related to controls of the NBCGRS for more
than 25 years. Using InControl for this work assures that the products installed are compatible with the
overall control system and that programming for integration of the new equipment will be done correctly
so that there is no interruption to pressure monitoring.
Costs and Funding: The total cost of this project will be funded from Fund 206 — NBCGRS Army
Water Fund.
AJ- ko--
Grant W ffels, P. .
Director of Public Works
Attachment — InControl Quote dated January 28, 2014
