Paetznick, Deputy Director of Public S <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report �' Comments attached <br />Recommendation; <br />Approval of Agreement with Lexipol for Law Enforcement and Fire Department Policy Manual <br />& Daily Training Bulletin Services. <br />Legislative History: <br />Law enforcement and fire service agencies are regulated by a multitude of State and Federal <br />laws, and are also guided by a number of consensus standards and industry best - practices that <br />agencies incorporate into organizational - specific policy and procedure manuals. The City of <br />New Brighton Department of Public Safety last adopted a comprehensive update of its Operating <br />Guidelines in 2010. Further, New Brighton City Code Section 9 -60 allows for the adoption of <br />rules and regulations necessary to ensure proper and effective management of the organization. <br />The proposed agreement has been reviewed and approved by the City Attorney. <br />Financial Impact: <br />The Law Enforcement and Fire Policy Manuals for Year 1 will cost $7,950 and $4,550, <br />respectively, and in Year 2, the annual update fee will be $7,300 and $2,950. If New Brighton <br />signs the agreement before April l Ot", Lexipol has offered a savings of $850 for the Law <br />Enforcement Policy Manual, otherwise the cost will increase to $8,800. These costs will be <br />absorbed by the training, professional services, and risk management budgets from the Police <br />and Fire Divisions. <br />Explanation: <br />Every few years, Public Safety conducts a comprehensive review and updating of its existing <br />agency policy and procedures. As the organization is due for such an undertaking, it resew:_ 'red <br />joining other law enforcement agencies from across the nation, including all County She..-,-- <br />Offices in the State of Minnesota and several local police departments, in adopting the Law <br />Enforcement Policy Manual offered by Lexipol. Further, Lexipol has just expanded its offering <br />this month to include a Fire Department Manual.
