I W <br />the city that works for you <br />Report Number <br />Agenda Section <br />Council Meeting Date <br />REQUEST FOR COUNCIL CONSIDERATION <br />14 -069 <br />VI -6 <br />April 8, 2014 <br />ITEM DESCRIPTION: CONSIDERATION OF RESOLUTION FOR THE CITY OF NEW <br />BRIGHTON TO PURSUE A METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES <br />(MCES) GRANT AGREEMENT FOR CITY PROJECT 14 -8, MCES LATERAL SEWER <br />SERVICE GRANT. <br />DEPARTMENT HEAD'S APPROVAL: CMn <br />CITY MANAGER'S APPROVAL: ✓Qff—eComments No comments to supplement this report attached <br />Recommendation: To approve the attached resolution allowing the City of New Brighton to pursue a <br />grant agreement with the Metropolitan Council for privately owned sanitary sewer line repairs for City <br />Project 14 -8, MCES Lateral Sewer Service Grant. <br />Legislative History: The City entered a Grant Agreement for City Project 13 -6, SE Sewer Lining for <br />main line repairs, but to date no previous legislative efforts dealt with privately owned /maintained <br />service lines. If approved, staff will work with the MCES to prepare documents to enter a Clean Water <br />Fund Grant Agreement and return to the City Council for further authorization. <br />Financial Impact: If approved by the Metropolitan Council, this grant will offset expenses incurred by <br />New Brighton businesses and residents up to 1/3 of their eligible costs to a maximum of $2,000 for <br />sewer repairs. <br />Explanation: This Resolution will designate the City Engineer as the authorized City representative for <br />participation in the Grantee Program. The goal of the program will be to offer an opportunity to our <br />residents and businesses to offset sewer repair costs to stop leaky or broken services which will reduce <br />inflow and infiltration (I & I) into our sewer mains. Individuals seeking to enter the Grant Program will <br />submit their repair plans /intentions to the City for review and compliance with the program. If the <br />proper information is provided, the City will compile applications and submit these to the MCES. <br />MCES will review each application and provide information on each award (see the attached <br />information provided from Metropolitan Council). This Grant was made possible by the Clean Water <br />Land & Legacy Amendment. <br />Costs and Funding: Any funding received from this grant will be processed by MCES and sent to the <br />City for distribution back to the individual who incurred the costs. <br />Aj.,J 41� <br />Grant -M.
