RESOLUTION NO <br />14 -023 <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION TO APPROVE THE 2014 UPDATED NBCC POLICY HANDBOOK <br />the current NBCC Policy Handbook was approved by PREC on 9/5/07 and adopted by <br />City Council on 10/9/07; and <br />the updated NBCC Policy Handbook was approved by PREC at the 3/5/14 PREC <br />meeting; and <br />these policies are meant to serve as direction for the New Brighton Community Center <br />(NBCC) and intended to regulate fair procedure and inform patrons of proper conduct, <br />designed to enhance a strong sense of community and provide quality leisure and <br />wellness opportunities. The primary objective is the health, safety and well -being of <br />every patron utilizing NBCC. In order to provide this objective, patrons must respect <br />the staff/users by following the information provided in this policy handbook, and <br />to signify sections of the handbook that have been made, specific highlights include: <br />Tobacco Use - For the purposes of this policy, tobacco is defined as cigarettes, cigars, pipe <br />tobacco, chewing tobacco, non - tobacco chew products, e- cigarettes, vaporizers, hookah pipes or <br />other products used to absorb nicotine. <br />• Alcohol - Security will be required for events that serve alcohol and take place outside of the <br />normal Friday and Saturday business hours (6am — lOpm) of NBCC. The Facility Use <br />Coordinator will arrange with the New Brighton Public Safety Department to supply a police <br />officer. There is a three hour minimum requirement for the officer. The officer will be on site <br />from 9pm until all event attendees have vacated NBCC. <br />Firearms - Minnesota Citizens' Personal Protection Act (MN State Statute 624.714) allows <br />residents to obtain a permit to carry a pistol. This statute allows an individual to carry a <br />firearm, but does not require the individual to conceal the firearm. This statute also prohibits <br />certain governmental buildings, including NBCC, from banning individuals from carrying <br />firearms in a governmental building. <br />If staff becomes aware of an individual carrying a firearm at NBCC, staff will contact Public <br />Safety to have an officer verify the individual does have a permit to carry. <br />Breastfeeding - NBCC follows Minnesota State Statute - 145.905 Location for Breastfeeding, <br />which stipulates: <br />A mother may breast -feed in any location, public or private, where the mother and child are <br />otherwise authorized to be, irrespective of whether the nipple of the mother's breast is <br />uncovered during or incidental to the breast - feeding. <br />
