IrMBRKWON Of <br />Report Number 14 -079 <br />the city that works For you Agenda Section VI -3 <br />Council Meeting Date April 22, 2014 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Authorization to Amend the 2014 General Fund Budget for the Parks <br />Department. <br />DEPARTMENT HEAD'S APPROVAL: Sandy Breuer, Director of Parks aqd Recreation <br />ire. - <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Comments attached <br />Recommendation: <br />Amend the 2014 General Fund Budget to reflect a carry-over of $7,000 from the 2013 General Fund <br />Budget appropriations for the Parks Department. <br />Legislative History: <br />None <br />Explanation: <br />The 2013 General Fund Budget for the Parks Department included an appropriation of $7,000 for <br />electrical improvements to Hansen Park. It was not utilized during 2013. <br />In the fall of 2013 staff requested a quote from Kilmer Electric to move the electrical controls from an <br />outdoor control box into the mechanical room at the Hansen Park Neighborhood Center. This box is <br />located on the edge of the woods near the hockey rinks. Several repairs have been done on this electrical <br />box due to mice chewing on wires and moisture getting into the box. The City requested that Kilmer <br />Electric perform the work. Due to Kilmer's work load they were not able to get the work done before the <br />frost was in the ground, thus, delaying the project until this spring. <br />Budget appropriations expire at the end of each fiscal year. The General Fund ended 2013 with a <br />favorable budget variance. The favorable variance will go to the fund balance in the General Fund. The <br />budget carry over can be accomplished by simply amending the 2014 Budget by increasing the Parks <br />2014 budget and increasing the Use of Reserves (fund balance), both in the General Fund. <br />Costs and Funding: <br />The quote received last fall to complete this project was $6,075. A transfer of $7,000 should cover any <br />increases in materials and wages or unforeseen issues. <br />Chris Wolla <br />Parks Superintendent <br />
