i� <br />A�h ' <br />the city that works for you <br />Council Worksession <br />April 22, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter -City Manager, Grant Wyffels- Director of Public Works and Grant <br />Fernelius- Director of Community Development <br />Guests in Attendance: Beth Engum- Ramsey County and Jason Aarsveld- Ehlers & Associates <br />Project Update from Ramsey Countregarding Highway 96 Bridge <br />Public Works Director Wyffels discussed the Highway 96/I -35W Bridge reconstruction project. He reported <br />this work was slated for 2015 and the project would be spearheaded by the County. <br />Beth Engum, Ramsey County, explained MnDOT planned to simply redeck the Highway 96 Bridge. The <br />County believed this bridge project needed more improvements. For this reason, the County had taken on the <br />project, was assessing the needs of the interchange and was developing goals and concepts plans. She <br />indicated a detailed traffic analysis had been completed. The expense, financing and cost participation for the <br />project was reviewed. It was noted the amenities at this intersection would be the responsibility of the City. <br />Public Works Director Wyffels played a video for the Council. Staff further discussed the two proposed <br />concept designs for the interchange, stating the ramp meters would remain, and asked for comments from the <br />Council. <br />Councilmember Jacobsen feared the proposed bridge would not be conducive to bike and pedestrian traffic. <br />Councilmember Bauman did not want to see "no- right -on -red" signs at this interchange as it would back up <br />traffic. She indicated there would be a high number of signaled intersections along Highway 96. <br />Mayor Jacobsen discussed the heavy levels of traffic along I -35W and 1 -694. He did not want the new <br />interchange to be confusing. <br />Councilmember Strub was in favor of the DDI intersection. He wanted this intersection to be innovative and <br />smart as it would be the gateway to the New Brighton Exchange. <br />Public Works Director Wyffels thanked the Council for their input noting it would be discussed again by the <br />Council on June 24t11 <br />CSI Project Update /Business Subsidy Policy Discussion <br />Community Development Director Fernelius provided the Council with an update on the CSI project. He <br />indicated the City did not have a business subsidy policy and this was being requested by CSI, as it would <br />assist CSI in receiving assistance from the State. Staff appreciated the discussion held by the EDC last week <br />regarding the business subsidy policy. He believed that it would serve the City well to have a business subsidy <br />policy in place. The finances and projected increment planned for the New Brighton Exchange was discussed <br />in detail with the Council. The projected land sale values were reviewed. The City anticipated closing with <br />CSI by June 15th. Job and pay goals within the business policy were discussed. <br />
