Consideration of the following Public Hearings regarding the proposed Innsbruck <br />Pond Taxation District: Report No. 14 -091. <br />a. Public Hearing on an Ordinance Establishing a Storm Sewer Improvement Tax <br />District. <br />b. Public Hearing on the Proposed Improvement Project 13 -20, Innsbruck Pond <br />Taxation District. <br />City Manager Lotter explained that Public Works Director Wyffels and Senior Engineering <br />Supervisor Schlichting would be presenting this item to the Council. <br />Public Works Director Wyffels explained the City received a petition in July of 2013 for the <br />creation of a new taxation district and the Council accepted the petition on August 13, 2013. <br />Senior Engineering Supervisor Schlichting indicated on February 12, 2014, staff held a <br />neighborhood meeting with affected properties to finalize the Feasibility Study. The <br />Feasibility Study was accepted by the Council on March 25, 2014 and the public hearing was <br />ordered. Staff presented the Feasibility Study for those present and noted the proposed <br />taxation district would create a storm sewer improvement taxing district for the 16 lots <br />surrounding the pond. He noted nearly 40 acres of property drain into this pond. It was noted <br />the pond maintenance project and storm sewer taxing district was proposed to be established <br />for an initial five (5) year period beginning in 2014 and ending in 2018. This information was <br />presented to the residents of Innsbruck Pond and they have requested the City hire a pond <br />maintenance company to chemically treat the pond for weeds; purchase and install a pond <br />fountain and to create an improvement taxing district. The possible treatment options were <br />reviewed further in detail. It was noted mechanical control, chemical control, nutrient <br />reduction, aeration and future pond amendments would assist in improving the quality of the <br />pond.
