Solicit quotes to purchase a Perma nt Standby Power Generator for Lift Station7. <br />2. To work with a Professional Land Surveyor and the City Attorney to negotiate a 20 -foot x 40 -foot sewer <br />easement for placement of the generator, SCADA equipment, and future anticipated Lift Station 7 <br />improvements. <br />Legislative History: The City hired Foth Infrastructure & Environment, LLC to analyze Lift Stations #2 and #7, and <br />this report was finalized in January of 2014. <br />Financial Impact: This project, if approved, would be funded from Sewer Improvement Fund 402 <br />Explanation: Lift Station 7 provides service to a significant area of the City. It has a small wet well and very limited <br />storage capacity so it cannot be out of service for extended periods of time without risk of backing up wastewater into <br />nearby basements. As a result, this station must have power available to it at all times. The lift station site is located in a <br />very small area with limited access bordering an existing multi - family garage complex. This restricted area complicates <br />the delivery and set up of any portable generator equipment. <br />Lift Station 7 has limited emergency storage capacity and standby electrical power is currently provided by a portable <br />generator that is delivered to the site and manually connected as necessary. The station is located at the end of a narrow <br />driveway between a garage structure and a chain link fence and access is available across an apartment complex <br />parking lot. In consideration of the relatively difficult access and the limited emergency storage, a permanent standby <br />generator with an automatic transfer switch should be installed at this site to automatically provide power during <br />outages. <br />Staff included the following as part of a permanent generator system: <br />• Install a new transfer switch. <br />• Install a new 40KW, 240V single phase diesel generator. <br />• Wire and conduit from the existing disconnect to the new transfer switch. <br />• Wire and conduit from the generator to the transfer switch. <br />• Wire and conduit from the transfer switch to the existing control panel. <br />• Concrete pad to set the generator on. <br />• Tree removal and grading to set the generator southwest of the lift station. <br />The existing easement area for Lift Station #7 manholes and controls is not large enough to accommodate the stand -by <br />generator and future planned lift station improvements. Kemper and Associates will complete a boundary survey and <br />create the required easement documents to allow the City to negotiate an agreement for the adjusted easement corridor. <br />Costs and Funding: In the 2014 Utility Rate Analysis the anticipated costs for the generator were estimated to be <br />$37,000. This did not include any easement acquisition costs.
