4 <br /> <br />The City is served by two school districts: Independent School District (ISD) #282 <br />(St. Anthony), which has a 2013/2014 estimated enrollment of 1,769 and ISD #621 <br />(Mounds View), which has a 2013/2014 enrollment of 10,236. ISD # 282 has one school <br />each for elementary, middle and high school. ISD # 621 has six elementary schools, <br />three middle schools and two high schools. The majority of the City is served by <br />ISD # 621. <br /> <br />In 1964, the Council-Manager form of government was adopted. Policy-making and <br />legislative authority are vested in the City Council consisting of the mayor and four <br />council members. The City Council is responsible, among other things, for passing <br />ordinances, adopting the budget, appointing committees, and hiring the City Manager. <br />The City Manager is responsible for carrying out the policies and ordinances of the City <br />Council, for overseeing the day-to-day operations of the City, and for appointing the <br />heads of the various departments. The council is elected on a non-partisan basis. <br />Council members serve four-year staggered terms, with two council members elected <br />every two years. The mayor is elected to serve a two-year term. <br /> <br />The City of New Brighton provides a full range of services including elections; license <br />bureau; police services; fire suppression and prevention; construction, reconstruction and <br />maintenance of streets and other infrastructure; water distribution, sanitary sewer <br />collection, and stormwater systems; parks and forestry maintenance; recycling; and <br />recreational activities, including the New Brighton Community Center and Brightwood <br />Hills Golf Course. <br /> <br />is a separate legal entity, and <br />accordingly is excluded from this report. The New Brighton Economic Development <br />Authority (EDA), an entity legally separate from the City, is governed by a board which <br />includes the City Council. Its sole purpose is to promote economic development within <br />the City of New Brighton. The EDA is a component unit of the City and its financial <br />transactions have been included in these financial statements as a blended component <br />unit. Additional information on both of these legally separate entities can be found in <br />Notes 1A & 7B in the Notes to the Financial Statements. <br /> <br />planning and control. All departments of the City of New Brighton submit requests for <br />appropriations to the City Manager in late spring of each year. The City Manager uses <br />these requests as the starting point for developing his recommended budget. The City <br />Manager then presents the recommended budget to the City Council for review. The City <br />will adopt a proposed preliminary tax levy prior to September 15. According to <br />Minnesota State Statutes, this proposed preliminary tax levy can be subsequently <br />decreased but not increased (the State does allow a few exceptions) when it is adopted as <br />a final tax levy in December. The City Council is required to hold public hearings on the <br />proposed budget and to adopt a final budget by December 31, the close of the City of <br /> <br />
