He reported a representative from Rice Creek Watenhed had a presentation to <br />f,irtlrer explain the proposed project for Hansen Park and Min'or Pond. <br />Phil Belf,irin, Rice Creek Watershed District, explained the watenhed district was focusing on projects that <br />wouldreduceñrtwefloodingwithinthedishic!utrilealsoaddressingwaterquality. HethankedtheCityfor <br />their support and then discussed a clean water gmnt that Rice creek received. He commented that these grant <br />nrr¿s woul¿ assiS in completing the Harsen Park and Minor Pond project Mr. Belflnin reviewed the <br />pwpose ofthe petition along with the dor¡vnstream resources that were available. <br />kyt. An iron-enhanced <br />sand filter was being considered as it would remove phoqphorous fiom the water syst€m. The watelshed <br />distict was proposingto have an inigation systemthatwouldre-usewaterwithinthepond fortlreball fields. <br />The total cost estimate for the improvements at this park were estimated to be $4.8 million. <br />Mr. Betfurin requested the Council consider approval of a Resohfion that allows for tlre implementntion of <br />HansenParkAvlinorPondwithorf delay and allowstheRCWD to proceedto Phase 2 and 3 for other <br />projects; directs søffto coordinate with RCWD to provide access to Hansen Park for project planning and <br />consblction; allows additional of Roseville as additional petitioner; and approves an amended petition to the <br />Bæic V/ater Management Prcject The proposed project timeline wa.s reviewed with the Cor¡ncil. <br />Mayor Jacobsen asked the ongoing maintenance expelìse for dredging the pond at Hansen Park Mr. <br />Beñ¡in explainedthe cunent grantwould allowformaintenance expensesto be covered bythewatershed <br />district for the next 20 yean; however, this has yet to be discussed be¡¡¿een RCWD ard the City. <br />Councilmernber Jacobsen thanked RCWD for their partrership. <br />Councilmember Stub was pleåsed that RC'WD was bringing the newly eamed grant flnrds to tlre City of <br />New Brighton to address flooding concems.
